Regular City Council Meeting <br />December 6, 2001 <br />Page 3 <br />his petition for rezoning along with Agenda Item No. 6, an ordinance amending <br />Zoning Ordinance No. 1710, changing the zoning from a Commercial District ~O) <br />to a Commercial District ~O) With Specific Use Permit (52) Signs and Billboards <br />on Lot 5, City Block 307. <br />A motion was made by Councilman McCarthy, seconded by Mayor Pro Tem <br />Manning, to accept the withdrawal of Mr. Caton's zoning request. The motion <br />carried 6 ayes, 0 nays. <br />Mayor Pfiester declared the public hearing open on the petition of Rickie Gheen <br />for a change in zoning from a Multiple-Family Dwelling District No. 1(MF'-1) to <br />an Office District (O) on Lot 5, City Block 109, located at 717 E. Austin Street. <br />Mayor Pfiester called for proponents to appear, and Louise Taylor, 1048 N. E. 34tn <br />Street, with Century 21, Parker-Harvey Properties, appeared before the City <br />Council representing the petitioner. Ms. Taylor gave the City Council a handout <br />showing housing with a drawing on the back in the area of the requested rezoning. <br />She informed the City Council that the property is located on the north side of <br />Austin Street, which backs up to Fort Street and is a commercial area. Also the <br />west end of this block in question is already commercial zoning and is vacant. Ms. <br />Taylor said that the east end of this same block, on the same side of the street is <br />being used as a parking lot. Ms. Taylor said they were talking about just <br />beautifying an existing area and serving the needs of Fry & Gibbs Funeral Home, <br />who has contracted on the property. Ms. Taylor said at this time there are no plans <br />to bring this structure down, but it may be removed later. <br />Kelsey Gibbs, 3465 Audubon Road, also appeared in favor of the rezoning <br />petition. Mr. Gibbs stating that when Fry & Gibbs Funeral Home moved to their <br />present location the parking was on the street and they did not have the parking lot <br />that they currently have. Mr. Gibbs said later the city stopped the parking on the <br />streets, so they purchased two houses on Fort Street, removed the houses and made <br />the parking lot that they have now. Mr. Gibbs said this property is south of their <br />parking lot, and at this time, they have no plans to do anything with the property <br />because their parking is handled about ninety-five percent of the time, but in the <br />
