Special City Council Meeting
February 13, 2001
Page 3
Mark Rothfuss, 2810 Willow Bend, was present and asked what is necessary
for extending the existing sewer system to service the estimated 1400
homes that could be built around Lake Crook? Mayor Pfiester answered
that he did not know at this time. Mr. Rothfuss wanted to know how much
the developer would be responsible for and where would the line be drawn
at a point where Paris would have to extend out to meet lateral lines to enter
that zone? Mayor Pfiester advised that traditionally the city does not pay for
water and sewer lines. Mr. Rothfuss said, as a part of the Lake Crook's
Sportsman Association, they do not support building homes around Lake
Crook. They do support the items that Steve Pearson mentioned, and hoped
that the City Council will consider all the options that they have presented.
Donny McHam, Route 1, Box 70-G, Blossom, Texas, appeared before the City
Council asking the City Council to keep in mind a past projection of
potentially 1400 homes that could be built around Lake Crook, and further
asked what is the future cost to the citizens of Paris to expand and develop
the existing water system to supply water to the homes that may be
constructed? How much is the developer responsible for? How much is the
city responsible for? Mr. McHam added that the Sportsmans Association of
Lake Crook is speaking against the development, but they speak from their
hearts and minds and not from their bank account or pocket book.
Mike Fuller, Route 6, Box 2320, Paris, Texas, President of the Wild Turkey
Federation Chapter for the Red River Valley area, came forwarding
explaining that he is not speaking for the Wild Turkey Federation Chapter,
but as an individual and he is concerned about this. Mr. Fuller stated that
most of their members will agree with him in saying that they would not
support residential development, but recreational development. Mr. Fuller
said that this is a good area to go for good city recreational development.
He said their Chapter has raised close to $200,000.00 that they give to the
Texas Parks and Wildlife Department to restock the Red River Valley area
with the wild turkey, which at one time was a major bird in this area. Mr.
Fuller said they not only have wild turkey, they now have a hunting season
and the area in question is heavily populated with the wild turkeys, and has
turned in to being one of their strongholds. Mr. Fuller pointed out that any
residential development would not be tolerated by the wild turkeys; they
would leave the area. Mr. Fuller felt the city should focus on recreational
development.
Jerry Dudley,1303 N. Main Street, Executive Officerwith the Maxey Rifleman
Gun Club, was present advising that their organization is also a part of the
