City Council Meeting
December 11, 2000
Page 11
frame is a month from the time that the LaserFiche system is installed
completely with all training provided. Ms. Wright advised the City Council that
the agenda would be posted to the website so that anyone could see the same
information thatthe City Council does, excluding any confidential information.
Ms. Wright also discussed the cost of printers for the City Council Members,
which would be approximately $150.00 each.
Afterfurther discussion, a motion was made by Councilman Bell, seconded by
Councilman Carter, to approve the use of paperless agendas forfuture Council
meetings. The motion carried 6 ayes, 0 nays.
City Manager Malone advised the City Council thatthe Waters Consulting Firm
was engaged to perform a salary and wage study for the City of Paris. City
Manager Malone said originally the city anticipated incorporating the signing
of the study into a new pay plan to be implemented shortly after the beginning
of the new fiscal year. Due to delays in being able to furnish and participate
in the various parts of the study, and the decision that had been made to await
the latest market data which was to become available in mid to late November,
the Manager stated that the city would attempt to implement the new pay plan
in January of 2001. City Manager Malone told the City Council that he is
sending out the following memorandum with the pay check this coming
Friday:
"This past August all employees completed job evaluation
questionnaires as the first step in revising the City's pay plan. Due to
the complicated nature of this revision, the new pay plan could not be
ready by the beginning of the City's current fiscal year, which is October
1, 2000. Normally, any cost of living adjustment included in the City
budget is given at the start of the fiscal year. Due to the pay plan
revision this was not done in October.
In order to prevent City employees from being penalized because the
new pay plan was not in effect in October 2000, the City will give to all
employees a one-time payment to offset the loss of the normal cost of
living adjustment. This adjustment will not affect any employee's base
pay.
It is our hope to implement the new pay plan in January 2000. Salaries
