MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />DECEMBER 7, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Thursday, December 7, 2000, 6:00 P.M., Paris Junior College, Applied <br />Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. <br />Mayor Michael J. Pfiester called the meeting to order with the following <br />Council Members present: John Bell, Richard Manning, Joe E. McCarthy, <br />Kevin Gray, and Benny Plata. Also present were City Manager Michael E. <br />Malone, City Attorney Larry Schenk, and City Clerk Mattie Cunningham. <br />Mayor Pfiester announced that if there was anyone in the audience that <br />had anything to bring before the City Council not listed on the agenda to <br />please let it be known at this time so that the City Council could comply <br />with the Texas Open Meetings Act. <br />Jeff Starnes came forward stating that he would like to address the City <br />Council at some point in time during the meeting about the report of the <br />Planning and Zoning Commission held Tuesday regarding the property on <br />the Northeast Loop. <br />Mayor Pfiester advised Mr. Starnes that the property on the Northeast Loop <br />is already on the agenda for consideration. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission meeting held on December 4, 2000, and attached hereto as <br />Exhibit A to these minutes. <br />Mayor Pfiesterdeclared the public hearing open to considerthe petition of <br />Gene and Libby Hertzog for a change in zoning from an Agricultural <br />District (A) to an Agricultural District (A) with Specific Use Permit-Day Care <br />Center (25) on Lot 9, City Block 307-B, being located in the 400 Block of <br />County Road 32900. <br />Mayor Pfiester called for proponents to appear, and Elizabeth Hertzog, <br />Route 11, Box 625, Paris, Texas, came forward advising that they plan to <br />build a daycare facility for mentally challenged adults. Ms. Hertzog said <br />there will be a 2400 square foot building and she will be licensed by the <br />state. <br />Mayor Pfiester called for opponents to appear, none appeared, and the <br />
