RESOLUTION NO. 2002-002 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, DECLARING AS SITRPLUS PROPERTY ONE (1) MODEL <br />YEAR 1997 FORD F350 TYPE 1 AMBULANCE; FINDING A PUBLIC NEED <br />AND NECESSITY IN TRANSFERRING SAID SURPLUS PROPERTY TO <br />THE LAMAR COUNTY CHAPTER OF THE AMERICAN RED CR05S; <br />ACCEPTING A DONATION FROM THE LAMAR COLINTY CHAPTER OF <br />THE AMERICAN RED CROSS; APPROVING A REQUEST FROM LAMAR <br />COUNTY FOR CONTRIBUTION OF SAID AMBULANCE TO THE RED <br />CROSS; AUTHORIZING PAYMENT OF THE REMAINING VALUE OF <br />SAID AMBULANCE AS A TRADE-IN TOWARDS THE PURCHASE OF A <br />NEW AMBULANCE IN ACCORDANCE WITH THE CURRENT <br />AMBULANCE CONTRACT WITH LAMAR COUNTY; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO TFIE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City EM5 Ambulance Service has identified an existing model year 1997 <br />Ford F350 Type 1 Ambulance, designated Medic 4 by the City Ambulance 5ervice, as a vehicle <br />and piece of equipment, because of age, mileage, and use, no longer considered necessary for <br />ambulance purposes and thereby considered surplus equipment and, <br />WHEREAS, the City Council of the City of Paris, Paris, Texas, desires to designate said <br />ambulance as surplus equipment; and, <br />WHEREAS, the practice of the City in the past has been to utilize such surplus ambulance <br />equipment for its trade-in value in acquiring new ambulance equipment; and, <br />WHEREAS, the Lamar County Chapter of the American Red Cross by and through its <br />Executive Director , Ms. Lisa McAllister, has petitioned the City Council of the City of Paris to <br />transfer said equipment to the American Red Cross for subsequent use as a disaster relief vehicle; <br />and, <br />WHEREAS, the aforesaid surplus vehicle has value to the City of Paris only as a trade-in <br />vehicle for purposes of acquiring a new ambulance, and the trade-in value of said vehicle has been <br />established as $15,503.00 based on prior Resolution No. 2001-184, adopted on November 12, <br />2001, and the City Council authorized the City Manager to utilize said surplus vehicle as a trade-in <br />to the Houston-Galveston Area Council of Governments at the value of $15,503.00; and, <br />WHEAEAS, to the extent a portion of the value of said vehicle as a trade-in should be <br />reimbursed to the City, the Lamar County Chapter of the American Red Cross has offercd <br />$5,000.00 to defray in part the value of the vehicle as a trade-in; and, <br />
