Attorney to get more information on the process of receiverships. The Commission <br />members discussed their concerns about the length of the process, and the deterioration of <br />the properties in the meantime. Mr. Talley stated he has contacted several cities about <br />receiverships, and it is the general consensus that most cities do not get involved with <br />receiverships. Mr. Talley further stated Kenny Kammer owner of the Belford <br />Aparhnents, 260 S. Main Street, exercised his right to appeal the Building and Standards <br />Commission decision for demolition to district court within the required 30 days. Mr. <br />Talley will let HPC know when the court date is set. <br />6. Future agenda items. Paul Denney made recommendations for the following agenda <br />items for discussion: <br />1. Amendment of the HPC Design Guidelines to allow 5%Z" nominal width V-Groove <br />vertical painted wood siding blanker panels on side or rear portions of Downtown <br />Historic District buildings. <br />2. Amendment of the HPC Design Guidelines to allow painted black or dark gray plywood <br />blanker "pane-panels" to be used in lieu of glass panes in existing above-canopy <br />transom windows and/or multi-pane sidelights in the Downtown Historic District. <br />3. Amendment of the HPC Design Guidelines to allow heavy-duty black or white fencing <br />vertical pipe or steel tubing fences and/or gates at the entrances to existing alleys in the <br />Downtown Historic District. <br />7.
