Sedion <br />3 requires that to the greatest extent feasible opportunRies tor Vaining and employment <br />be given lower income residents of the project area and contracls for work in <br />connedion with the project be awarded to.business concerns which are lo:ated in, <br />or owned in substantial part by peisons residing in the arez of the project. <br />b. The parties to this conVact will comply with the provisions of said Section 3 and the <br />regulations issued pursuant thereto by the Secretary ot Housing :znd Uroan <br />Development set torth in 24 C.F.R. 235, and all appficable rules and orders of the <br />Department issued thereunder prior to the execution of this ConVac[. The partie's to <br />this Contract certify and agree that they are under no contractual or other disa5ility <br />which would prevent them from complying with these requirements. ' <br />
