Memorandum of Understanding <br />Lamar County, Texas Multi-Jurisdictional Hazard Mitigation Plan <br />March, 2013 <br />Between the City of Paris and the Lamar County Commissioner's Court <br />I. Purpose <br />As part of the Multi-Jurisdictional Hazard Mitigation Plan, a Memorandum of Understanding <br />(MOU) will be executed between the City of Paris and the Lamar County Commissioner's Court. <br />The Lamar County Multi-Jurisdictional Hazard Mitigation Plan created as a result of this MOU <br />will be presented to the Paris City Council and the Lamar County Commissioner's Court for <br />adoption. <br />The Lamar County Multi-Jurisdictional Hazard Mitigation Plan to be adopted will serve as a guide <br />and do not include a specific financial commitment by the City of Paris. The lamar County <br />Multi-Jurisdictional Hazard Mitigation Plan should address mitigation strategies for reducing the <br />risk of natural, man-made, and wildfire hazards on life and property within the City of Paris and <br />the County as a whole. <br />The intent of this MOU is to ensure that the hazard mitigation plans are developed in an open <br />manner involving community stakeholders, federal and state organizations and local officials <br />whose mission it is to prepare and respond to hazardous situations in Lamar County. It is also <br />the intent of this MOU that it is consistent with City of Paris policies and is an accurate reflection <br />of the community's values and is integrated within other community planning initiatives. Its <br />purpose is to form a working relationship between citizens of the City of Paris and the City of <br />Paris's planning committee for the Multi-Jurisdictional Hazard Mitigation Plan Committee. <br />This MOU sets out the responsibilities of all parties. It identifies the work to be performed by <br />the planning committee and the community. Specific tasks, schedules and finished products are <br />identified within the Plan. <br />II. Responsibilities <br />PARIS'S MULTI-JURISDICTIONAL HAZARD MITIGATION PLANNING COMMITTEE <br />RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: <br />• Ensure that the planning committee includes representatives such as community <br />stakeholders, the local Emergency Management Director, the local Fire and Police <br />Chief(s), representatives from the federal and state organizations whose mission is to <br />prepare and respond to all natural hazardous situations, local officials, property owners, <br />and relevant businesses or organizations. <br />61 <br />
