A Board Planning Policy is being developed in conjunction with SAWS CEO for approval by the Board of Trustees that will guide the planning process. Provided training related to the pricing process including Financial Management Context, Revenue Requirements, Cost Allocation, Rate Design and Ancillary Charges, and Pricing Water and Wastewater sen/ices. · Regional Wastewater Utility Joint Venture, 17,; Project Manager. Advised lwo River Authorities engaged in a joint venture to provide wholesale wastewater sen/ice on a regional basis about the financial and management pradices appropriate to employ in developing the new regional entity. · San Antonio Water System (SAWS) Storm Water Management Plan; San Antonio, TX; Senior Management Consultant. Developed a customer-billing database for storm water utilizing land data information was developed from the Bexar Appraisal g[strid (BAD) for its 250,000 + customers. Working with the BAg's ARC/iNFO GIS and four independent customer databases to compile the storm water customer database, they designed the database and rate strudure and assisted SAWS with requirement definitions for modifying ils existing customer information and billing system. · Utility Process Improvement, Various Locations; TX; Project Manager. Prepared accounting procedure manuals, extension policies, property unitization manuals and indired cost studies to assist management in operating their accounting and financial fundions at several utilities including San Antonio, Shreveport, Bossier City and Miami-gade. · Integrated Management Programs.
