In the case of a project wholly financed by Federal funds, <br /> any standards required by the enabling Federal statute, or any Federal <br /> rules, regulations or procedures adopted pursuant thereto, shall be <br /> controlling. <br /> <br /> SUPPLEMENTAL CONDITIONS <br /> <br /> Refer to Cited Articles in General Conditions. <br /> <br /> ARTICLE II. CONTRACT ADMINISTRATION <br /> <br /> 4.2 Access to and Inspection of the Work: At the convenience of the duly <br /> authorized representative of the Owner, operations may be temporarily shut <br /> down to visually check the work in progress as necessary for the Owner to <br /> be fully informed as to the Contractor's performance as specified.
