Planning and Zoning Meeting
July 8, 2003
Page 4

With Specific Use Permit (52) Signs and Billboards, Lot 26, City Block
296, being number 495 35th Street NE.

The public hearing was declared open.

Ronald Kyle, 3140 Stacy Lane, spoke in favor of the petition stating that
he would like to build a single face computerized billboard between the
convenience store and Victorian Inn. The Inn has a large sign that is
perpendicular to the Loop and this one would be setting back facing the
intersection. The sign would be single face, 8' x 22'. The sign would be
far enough back so as not to detract from Victorian Inn's sign.

Ray Banks, 3450 Robin Road, spoke in opposition to the petition stating
that he travels through the intersection several times each day and that
is one of the most dangerous intersection in Paris. Mr. Banks stated
that the purpose of a billboard is to attract the attention of the travelers
going down the road and because of the number of wrecks and fatalities
at this location, the travelers do not need to be distracted. Mr. Banks
stated that the sign would be a computerized sign which would be
flashing different messages and all it takes is one person looking at the
sign and missing the stop light until some person is pushing up daisies.

Mr. Patel, Manager and President Of Victorian Inn, stated that the
billboard sign will compact Victorian Inn by taking away some of the
curb appeal, thereby, causing a loss of business. Mr. Patel also stated
that 70 per cent of clientele chooses to stay at the Inn by how well it
looks from the highway and the appearance and the noise from the
billboard sign would detract from the Inn and create a more hazardous
condition. Mr. Patel indicated that one have only about 20 seconds to
attract a customer and if the billboard sign is put in, the visibility will
be even less. The new billboard sign will only add to the already
congested sign area, hurting existing businesses.

Mark Cunningham, who owns the townhomes next to the Victorian Inn,
opposed the petition.
