MINUTES REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION MONDAY, JULY 7, 1997 The Planning and Zoning Commission met Monday, July 7, 1997 at 5 :30 in the City Hall - Council Room, Paris, Texas with the following members present: 1. Reeves Hayter - Chairman 5. Marshall Kent 2. Eva Flenniken 6. Curtis Fendley 3. Louis Yates, Jr. 7. Joe McCarthy 4. Bobby L. Myers 8. Cesar Horta Earl Smith, the City Engineer, was also present. The meeting was called to order by Reeves Hayter. 1. The minutes from the June 9, 1997, regular commission meeting were approved with a motion by: Curtis Fendley and seconded by Joe McCarthy. The motion carried by a vote of 7 ayes and 0 nays. Louis Yates, Jr. joined the meeting. 2. Public Hearing to consider the petition of Deidre Kincaid for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a One - Family Dwelling District (SF -2) With A Specific Use Permit (25) Nursery School, on Lot 4, Block 4 of Sperry's First Addition, located at 625 N. W. 27th. The public hearing was declared open. Ms. Kincaid, 625 27th N.W., wants to keep 12 children at her home. Hours of operation will generally be from 8 am to 5 pm, however, there will be some 2nd shift operation. There was no opposition, the public hearing was declared closed. A motion recommendation was to approve. Motion was made by Bobby Myers and seconded by Eva Flenniken. The motion carried by a vote of 8 ayes and 0 nays. 3. Public Hearing to consider the petition of Tommy Frazier for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a Neighborhood Service (NS) District, on Lots 10 & 11, City Block 220 -A, located at 1840 & 1850 Pine Bluff. The public hearing was declared open.
