Bobby Myers took over the chair and a motion to bring item from the table was made by <br />Joe McCarthy. The motion was seconded by Eva Flenniken and carried by a vote of 7 <br />ayes and 0 nays. <br />The Public Hearing was declared opened. <br />Ron Ragan, representing St. Joseph Hospital, spoke in favor of the street closing. Mr. <br />Regan presented a booklet showing letters from Steve Burgin, Fire Chief and Karl <br />Louis, Police Chief in which they had no objection of the street closing. The booklet <br />also showed a traffic count of only 27 cars out of approximately 1100 cars for a two (2) <br />day period actually used it as a through street. <br />Mr. Dave Routon, St. Joseph Hospital, also stated that the design would be such that if <br />needed, emergency vehicles could drive across. He also stated that TU Electric would <br />move the power poles. <br />No one spoke in opposition and the public hearing was declared closed. <br />Joe McCarthy made a motion to approve the street closing subject to the City <br />Engineer reviewing and approving the submitted data. The motion was seconded by <br />Louis Yates and carried by a vote of 6 ayes and 1 nays. <br />A motion to return Curtis Fendly to the meeting was made by Nadine Ausbie. The <br />motion was seconded by Marshall Kent and carried by a vote of 7 ayes and 0 nays. <br />4. Public Hearing to consider the petition of Louise Taylor for a change in zoning <br />from an Agricultural District (A) to a Commercial District (C) on part of Lot 23, <br />City Block 188 -E, located in the 2700 Block of Jefferson Road. <br />The public hearing was declared opened. <br />Ms. Louise Taylor representing Michel T. Halbouty, addressed the Planning and Zoning <br />Commission for a zoning change to build a Mortuary on 40 acres. Ms. Taylor said they <br />did not know what the rest of the 40 acres might be used for. <br />Dr. Kelsey Gibbs informed the commission that it was the 40 acres that was for sale <br />and would allow him as owner of property to control what went next door. <br />A Planned Development Zoning was proposed. <br />No one spoke in opposition and the public hearing was declared closed. <br />Bobby Myers made a motion to recommend Planned Development District - Retail <br />Shopping Center (PD -a). The motion was seconded by Nadine Ausbie and carried by <br />a vote of 8 ayes and 0 nays. <br />
