Determination of water system objectives by: <br />• Identifying the important missions/functions of <br />the system to be assessed <br />• Identifying the undesirable consequences that <br />could affect the missions/functions <br />• Determining the assets that need to be pro- <br /> <br />~ <br />~ <br />~ <br />tected to minimize the impacts of the undesir- <br /> <br />able events/consequences <br />• Determining the malevolent acts that could <br />reasonably cause these events/consequences <br />2. Prioritization of adverse events/consequences <br />affecting the water system and the surrounding <br />community including: <br />• Loss of critical function and/or major service <br />disruption <br />• Intentional attack on public safety via water <br />~ <br />~ <br />~ <br />utility assets, contamination of the water <br />supply, and chemical releases or chemical <br />theft <br />3.
