<br />Recruitment Profile <br />City of Cedar Hill <br />City Manager <br />Page 4 <br /> <br />or Deputy City Manager or equivalent position in a larger municipal organization will be consid- <br />ered qualifying, <br /> <br />The City Council will give strong, favorable consideration to those candidates possessing proven <br />executive level municipal management experience in comparable or larger growth communities <br />near major population centers. The successful candidate will have a demonstrated track record in <br />the development and maintenance ofa strong customer service focus in the delivery of municipal <br />services. The next Cedar Hill City Manager should be experienced in human resources manage- <br />ment, with a background in the development of personnel policies and procedures and a personal <br />management style that fosters a team environment. <br /> <br />The Cedar Hill City Council is interested in ensuring that services are delivered as responsively <br />and as cost efficiently as possible, with a strong orientation towards fiscal conservatism. In this <br />regard, experience in productivity improvement, technological applications, creative solutions <br />and other cost containment strategies will be important. <br /> <br />Familiarity with all aspects of city operations and service delivery is important, including over- <br />sight of infrastructure development programs to entail streets, utilities, drainage and park devel- <br />opment projects. Familiarity with and experience in all aspects of city government operations <br />and services including police, fire, public works and utility operations, parks, planning and <br />community development and related services is required. The next City Manager's experience <br />should also include management responsibility for general administrative and support functions <br />including personnel, finance and accounting, purchasing, data processing, risk management and <br />fleet maintenance. <br /> <br />A record of intergovernmental cooperation and building cooperative relationships with other <br />units and levels of government, to include the State of Texas, neighboring cities and counties is <br />essential. The City Manager is expected to be an active partner with the City Council in develop- <br />ing Cedar Hill's evolving leadership role in the region and its Best Southwest partnership with <br />surrounding communities, <br /> <br />Personal Characteristics - The next Cedar Hill City Manager should possess highly developed <br />interpersonal and communications ability and a customer service orientation, Strong personal <br />leadership is imperative. <br /> <br />He/she should be approachable, open and participatory in his/her management style. The suc- <br />cessful candidate will have the ability to work with and communicate effectively with all stata of <br />the organization and all elements of the community. He/she will have the ability to maintain <br />positive. productive relationships with the City Council, the general public, department heads <br />and rank-and-file employees, The next City Manager will be required to maintain open lines of <br />communication with the City Council and the community, fostering an atmosphere of trust and <br />credibility within the operations of the city. Equal accessibility to the residential and commercial <br />customers, the Historic Downtown merchants and the members of neighborhood associations is <br />imperative. <br />
