<br />Recruitment Profile <br />City of Hays <br />City Manager <br />Page 5 <br /> <br />. <br /> <br />Maintaining long-term financial health and vitality of the municipal organization while <br />meeting the above challenges, and continuing to offer the best possible services to resi- <br />dents in a cost effective manner. <br /> <br />The Position <br /> <br />The City of Hays is seeking a City Manager to manage and direct the daily operations of the city <br />and implement the policies of the elected City Commission, Managerial competence, maturity of <br />judgment, strong personal leadership and the ability to communicate positively with Commis- <br />sioners, staff and community are essential. <br /> <br />All City employees except the City Attorney and Municipal Court Judge report to the City Man- <br />ager. The City has one Assistant City Manager who is serving as the Interim City Manager. <br />Since 1981, the City of Hays has had only two City Managers, with the previous Manager re- <br />signing after nine years of tenure to accept a position with a large county, <br /> <br />Required Education and Experience <br /> <br />The successful candidate will hold a minimum of a <br />bachelor's degree in business or public administration, <br />political science or a related field. A graduate degree in <br />business or public administration or a related field is pre- <br />ferred, Four to five years service as a city manager, as- <br />sistant/deputy city manager, department head in a large, <br />complex municipal organization, or the equivalent, is <br />sought. Candidates with municipal management experi- <br />ence in other communities with challenges similar to <br />those of Hays may be considered on a case-by-case ba- <br />sis, The candidate's background and experience should <br />include a diverse exposure to all aspects of a full service city. <br /> <br /> <br />The successful candidate will have a demonstrated track record in the development and mainte- <br />nance of a strong customer service focus. The Hays City Manager should be experienced in the <br />management of and be technically aware of all aspects of municipal operations. While strong <br />technical competence is needed, the successful candidate should be creative, articulate and fo- <br />cused on implementing City Commission policies and directions for the community, <br /> <br />Particular skill, expertise and experience in cost containment strategies and financial policy al- <br />ternatives for the governing body are essential, along with demonstrated experience with alterna- <br />tive, creative public financing strategies. The candidate should posses a track record of success in <br />economic/community development projects and infi-astructure/capital project development. Ad- <br />ditionally, competence and experience in growth management, planning and development is <br />sought. <br />
