High personal energy and a positive approach. . An approachable, ffiendly, open and participatory management style. . A solid understanding of business principles and worth of tax dollars. . The ability to work and communicate effectively with the entire organization and all sec- tors of the community on a fair and equitable basis. . The ability to maintain positive, productive relationships with the City Commission, the general public, the business and commercial community, and development interests, . A practical, action oriented and fiscally conservative approach to addressing issues, . The ability to anticipate problems, identify alternative courses of action, and prepare pro- active recommendations and to defend and support those recommendations before the City Commission. . The desire to foster a teamwork environment within the municipal organization, . The ability to effectively delegate authority and responsibility while maintaining appro- priate levels of accountability and operational control. . The City Manager will reside within the corporate limits of Hays and maintain a high de- gree of visibility and involvement in the community, both on and off the job.
