Mr. Napier said the project was completed under contract <br />amount and the change order was decreasing the amount of the contract by $2,114.00. <br />A Motion to approve this item was made by Council Member Hashmi and seconded by <br />Council Member Plata. Motion carried, 7 ayes — 0 nays. <br />22. Discuss and act on RESOLUTION NO. 2014 -037: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, SUPPORTING THE TEXAS <br />DEPARTMENT OF TRANSPORTATION RECOMMENDATION TO CLOSE THE <br />EXISTING CROSSOVER AT THE 5000 BLOCK SOUTH EAST LOOP 286 DUE TO <br />SAFETY CONCERNS AND INJURY ACCIDENTS AND INSTALL A CROSSOVER <br />APPROXIMATELY 550' SOUTH OF THE CURRENT CROSSOVER; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED OT THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Assistant Chief Randy Tuttle said on October 8, 2012 the City Council requested TxDOT <br />conduct a safety study of the crossover and from 2010 until October 8, 2014, there had been 15 <br />accidents at the crossover involving 13 injuries. Upon completion of the study, Assistant Chief <br />Tuttle said a preliminary plan to close the crossover and install a turnaround lane for southbound <br />traffic approximately 550' south of current crossover was presented to the City Engineer by <br />TxDOT. He said on October 8, 2014, the Traffic Commission voted to recommend to Council to <br />request TxDOT to proceed with plans to close the crossover and install the southbound <br />turnaround lane. Citizen Larry Schenk expressed concern about the proposal because of the <br />expected increase of traffic close to Dawn Drive, a major entrance to Morningside and because <br />of the speed. He asked Council if they approved this item to include in their request to TxDOT a <br />lower speed limit to 55 m.p.h. at the spider where there is so much traffic, and an addition of an <br />acceleration lane at Leigh Drive for traffic entering the loop northbound. <br />Motion to approve this item and to request TxDOT to decrease the speed limit and add <br />an acceleration lane was made by Council Member Hashmi and seconded by Council Member <br />Plata. Motion carried, 7 ayes — 0 nays. Mayor Frierson confirmed with Mr. Godwin that a letter <br />requesting these changes to TxDOT's recommended plan would be sent to TxDOT. Mr. Godwin <br />said that Assistant Chief Tuttle would send a request, but there was no guarantee as the final <br />decision would be made by TxDOT. <br />A Motion to move items 26 and 27 up on the agenda was made by Council Member <br />Hashmi and seconded by Council Member Pickle. Motion carried, 7 ayes — 0 nays. <br />26. Convene into Executive Session pursuant to: <br />• Section 551.071 of the Texas Government Code, Consultation with Attorney, to <br />receive legal advice from the City Attorney about pending or contemplated <br />litigation and /or on matters in which the duty of an attorney to his client under the <br />Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, <br />
