MINORITY RECRUITMENT COMMITTEE MEETING <br />AUGUST 7, 1999 <br />Mike The item on the agenda is discussion of additional recruitment <br />methods or resources that may be used to encourage minorities to <br />make application for employment with the City of Paris. This is a <br />meeting that, or a committee that was formed, and I think that the <br />Mayor's intention was to try to get some outside suggestions, or <br />input. Get some thinking going a long the lines to help us with <br />methods that we might use that go beyond what we have already <br />used to encourage minorities to make application for employment <br />in the City of Paris. Often times we don't get sufficient applications <br />in some of these areas, and we have utilized several efforts to make <br />contact with the minorities community, and we believe that can be <br />improved. The idea would be that the committee might make <br />suggestions of methods or techniques that they think that might be <br />useful. <br />Armstrong Give us a background of what you actually do. What the process is <br />now so we will know and have some idea of the extent of what you <br />are doing and then we will pick it up from there. <br />Mike We have personnel that serve in the various departments of the City <br />and two of our departments are operating under Civil Service Law, <br />which is somewhat different than the employment procedures for <br />the other departments. I will ask Gene to review the normal <br />employment process for us, and then I will ask Tommy Haynes to <br />give us an overview of Civil Service employment procedures. <br />Gene For non -Civil Service employees, we are notified by the department <br />that they have a vacancy. A notice is prepared describing the <br />position, what the rate of pay is and so forth, and application for that <br />position can be made through the Texas Workforce Commission. <br />The normal procedure is to go through the Texas Workforce <br />Commission. We will post a piece of paper on the bulletin board, we <br />send copies of that to the all the departments in the city in case <br />current employees might be interested in transferring over. We <br />made that available if they are qualified. We send a notice out the <br />
