Minority Recruitment Committee Meeting <br />August 7, 1999 <br />Page 6 <br />they are given pens, pencils, highlighters, letter openers in the packet, <br />and they will stop and talk to you. <br />Councilman Gray stated what the City could do is hire a consultant to <br />do the hiring for the City. <br />Mr. Armstrong said that the fact that we have this Committee and some <br />wonderful ideas have been shared and he felt that part of the <br />recommendation would be for the City to consider funding this effort, <br />whether it is in the development of a recruitment process, utilizing <br />some of the ideas that are used at Paris Jr. College or Paris <br />Independent School District. The Committee has actively begin to <br />develop an awareness, whether it is the three firemen's position, or for <br />whatever jobs that are coming up in the City of Paris. Mr. Armstrong <br />said we have got to began, and we need to do more in recruitment and <br />there is a need to have some money to do it, and this is what he sees as <br />coming up with a recommendation to the City Council, which will <br />involve a more intensified effort and the money to do it with. Mr. <br />Armstrong said this may not be a full time position, but it might be a <br />part of a staff that is already in existence, or you might want an outside <br />consultant. <br />Mr. High explained that the purpose behind recruitment is to put your <br />organization in the forefront. To make a name for yourself so that <br />people can look at it, get a good taste in their mouth, to have a positive <br />attitude about your organization. People will hear about you and they <br />know about you, and when the jobs do come open, they are <br />encouraged to apply. Mr. High said the City needs a recruitment <br />package, a recruitment budget, start making recruitment trips, and <br />most of all, a responsible party or department who wants to see to <br />those things. Mr. High emphasized the fact that regardless what the <br />City does, it is going to be a battle because there are just not that many <br />minorities applicants out there. <br />Councilman Gray suggested hiring a black department head to be over <br />recruitment for everybody. Mr. Anderson has enough on him now <br />beside taking on recruitment for the City. Councilman Gray indicated <br />
