<br />BOARD OF L- RECTORS' MEETING, APRIL 19, 1977
<br />The Board of Directors for the Paris Public Library met in regular
<br />session, April 19, 1977 at the Library with Chairman Robert Pierson
<br />presiding. Present were Mrs. Glynn Lowe, Mrs. Marvin Gibbs, Felix
<br />Gibson, David Denney, Herschel McKinney, Dr. Don Black, Pat Bassano,
<br />and Mrs. Printis Ellis, Secretary. Librarians, Mr,s. Baker and Mrs.
<br />Finch and Harold Greene of the City were also present..
<br />Minutes of the March 15 Bo ^rd meeting were read and approved as
<br />circulated to members.
<br />Greene discussed the City financial rerort show_+ng a $450 item
<br />for treatment of termites in the building floor. Pierson reminded
<br />the budget of $3366 Per monthly with 33100 spent in March; had $5845
<br />under araount allotted, rainly because the Librarian had not been hired
<br />s was planned for. .
<br />Librarians discussed the "'. Wilbor Memorial Book round account,
<br />s -:T -ng they had rurchased all memorial books to date,
<br />with a total of
<br />31 a- punting to X205.90 for .arch, with $161.15 collected for fines and
<br />fees, and the first nuarterly interest payment of $156.19 from the
<br />DeChong X10 000 gift cn deposit at Paris Savin-;s and Loan had been
<br />received. his would be a ivarterly incor.-e . Gibson moved approval of
<br />financial reports, motion seconded, and passed.
<br />Pierson asked the Finance CcmritLee with F. D. Mallory, Herschel

<br />budget f igure s .
<br />Denney reported a bid a,f $0380 from Killingsworth had been approved
<br />by the City to work on watnrproofi.ng the foundation, hot water blasting
<br />of t'-e building, and other improvements to be paid for from the $10,000
<br />received from Revenuer Sharing for 1976 -1977. ',Mork to becompleted by
<br />July 1 of this year.
<br />Pierson asked the Charter Committee to meet with the City soon
<br />to discuss future plans for the Library - McKinney, Mallory and Mrs. Ellis.
<br />Dr. Black asked about procedure for persons applying for the
<br />Libr^rian position, and Mr. Greene said application should be made to
<br />the City IM'anager, and he as P- -�rscnnel Manager would be the supervisor.
<br />14rs.Finch asked about the figu»es, in the City account for T.I,.R.S. and
<br />Pension, since pres. -nt Librarians do not receive this. Greene said this
<br />was re- ues'-.ed in the budget by the Board. Mrs. Gibbs reminded the
<br />Board that althuu.gh 15,000 Librarians were available in Texas, only those
<br />graduating from the American Library Association approved Universities
<br />are eligible to work in the libraries approved by the association - -
<br />and only the Library vcience Departrrents at Texts Woman's University,
<br />and Texas Sta'-e University are approved departments.
<br />Bassano, Chairman of Publicity and Public Relatio-s said a picture
<br />of the Board for National Library 4eek would be taken after the weetig.
<br />.A feature on the Interlibr,-:r� Loan System has already been used. He staid
<br />Denney, Mrs. Finch and Firs. 'llis had been on KPLT.
<br />Motion was rz(le and seconded that Valerie "andlin be hired for
<br />summer work in the Library, beginning in June. Motion passed.
<br />I`rs. Finch reported on her trip to the Library Convention held in
<br />El Paso, April 13 -'15, saying she enjoyed meeting Jose Cisneros, artist
<br />who illustrated Neville's book "Red River Valley Then and Now 11 and got
<br />his autograph on the brochure and book in tho paid
