Another need identified was repair or replacement of <br />screens on windows and, even though the cooler months are <br />here, discussion was held regarding the need to repair <br />these. It was proposed that the city public works crew may <br />have someone capable of repairing or replacing the screen <br />material on these windows during the winter months on days <br />when the weather was too bad to work outside. The wooden <br />frames on the screens appear to be in good condition so that <br />the whole frame would not be replaced at this time. Further <br />discussion was held about the need to have budgeted each <br />year an amount adequate for maintenance of this building <br />because of the age of this building. <br />The question was raised regarding state money for <br />maintenance of the building and that will be discussed <br />further. There had been previous discussion about the <br />budget and in August the board was under the impression that <br />lowering the salary increases from five percent to three <br />percent would provide additional funds for maintenance and <br />other needs but Mr. Anderson presented corrected numbers <br />showing that the three percent increase on salaries plus the <br />other benefits would amount to more than originally planned. <br />These salaries would still be less than the five percent <br />proposal that we were given at the last meeting. Attached <br />to the minutes will be a copy of the new proposed payroll <br />for 87 -88 which represents a three percent increase over the <br />present salary. The WIC salaries will also be increased <br />three percent rather than five percent. <br />Further discussion was held regarding the Last Look <br />Military Equipment Program which the city presently partici- <br />pates in. The Kelly Air Force Base in San Antonio has <br />medical equipment available from time to time and particular <br />needs were things like examining tables, small freestanding <br />cabinets for the examining areas, desks and any other <br />equipment or furniture that might be used in the Health <br />Unit. <br />We also discussed the WIC program briefly. Even though <br />WIC guidelines and policies are set by Federal regulation, <br />the WIC program is the avenue through which most patients <br />enter our well child clinics and other programs at the <br />present time. As the WIC income guidelines change, so will <br />the general patient load of the Health Unit change and for <br />this reason, discussion was held. The WIC income guidelines <br />were revised July 1, 1987 and now an applicant or partici- <br />pants income must not exceed 185 percent of the poverty <br />guidelines.
