MINUTES
PARIS -LAMAR COUNTY BOARD OF HEALTH MEETING
APRIL 20, 1988
The Paris -Lamar County Board of Health met Wednesday, April 20, 1988
at the Holiday Inn. Mrs. Ann Norment called the meeting to order at 7:10
A.M. The board members present were Mrs. Norment, Dr. Bercher, Dr. Strom;.
Dr. Cutrell, and Mrs. Ellis.
Our quorum at.this meeting included five board members. We will discuss.
changing our quorum from five to four board members at our next meeting.
The minutes were discussed from our previous meeting.. Mrs-. Norment
stated that our fourth paragraph should have an addition of this motion
passed. The sixth paragraph should say the Indigent Health Care Agreement
was discussed. All were in favor of corrections. The minutes were approved
as corrected.
Dr. Cutrell discussed the standard Indigent Health Care Agreement and
some changes were made. He was was concerned about the Health Department
providing Emergency Services. The Health Unit has never been eligible for
Medicaid. Transportation to the Health Unit should be arranged by the pa -:
tient. The Health Department would have to be under contract with the coun:.
ty as explained by T.K. Haynes. Dr. Strom made a motion to have report
from T.K. next month on questions raised from this discussion.
Liability insurance is provided for Dr. Hillhouse, but none is pro- .
vided for the clinic or the nurses. Gene Anderson will check to see if
the Health Department is included in the City of Paris Policy. This will
be discussed at the next meeting.
Barbra.. Francis reported that Paris WIC was first runner -up in Austin
lately in recognition of outstanding food performance in area of Food De-
livery. The WIC Program is'less than two years old and saving close to $15
million for the state on baby formula. There are 4,429 persons eligible
in Lamar.County. They are now reaching for pregnant women to sign up to
prevent low birth weight and save the county thousands of dollars. They
need to take on more eligible persons now but their office is to small
for more-participants at this point. They need to obtain more space as
soon as possible. Anthony will check on portable buildings such as the
ones used at our schools.
Anthony read the monthly report. Dr. Strom wants our monthly report
to include last year's totals from September 1987 or year to date. We
hired a new nurse, Kim Sparks, and she is coming to work on May 16th.
She is currently working third shift at Campbell Soup. We began spraying
for mosquitos April 11, 1988.
The next meeting was scheduled for 7:00 A.M. on May 25, 1988 at the
Holiday Inn.
The meeting was adjourned at 8:17 A.M.
Respectfully Submitted,
