PARIS -LAMAR COUNTY HEALTH BOARD MINUTES The Paris -Lamar County Health Board met on Tuesday, February 18, 1992 at the Holiday Inn. Quorum present was: Dr. Cutrell, Dr. Moseley, Mrs. Norment, Mrs. Ellis, Dr. Strom, and Dr. Kraft. Others present were: T.K. Haynes, Anthony Bethel, and Sharon Seals. Dr. Cutrell called the meeting to order at 6:59 A.M. Dr. Bercher called and could not attend. Dr. Cutrell read the minutes and they were approved by all. T.K. Haynes discussed old business. He urged Anthony to send a letter and a copy of these minutes as soon as possible to Pete Patterson. Our Veneral Disease person is being funded directly from the State of Texas. Dr. Strom talked to Ronnie Anderson and Don Peterson in Austin, The new State Health Director has discovered that the right hand does not know what the left hand is doing in our local health departments. Dr. Fetner is supposed to return to work at the health department on March 18, 1992 and work maybe 8 hours a week. Dr. Skie is seeing patients on Tues- day and Thursday mornings at the health department. Dr. Cutrell urged us to overbook our patients, since we have many no shows. Kim Elsom, R.N. at the health department has mailed necessary papers to Aus- tin concerning the OB -GYN School in Dallas. The Sub - Committee, Anthony Bethel, Dr. Strom, and Mrs. Ann Norment met on two occasions since our last board meeting. Dr. Strom checked with the State Health Department on information concerning the Paris Health Services. Mrs. Norment talked with Senator Ratliff. Paris Health Services' building is leased from Nathan Bell. Mr. Ostergren established Paris Health Services here 5 years ago. He was a figurehead and cannot be located now. They are funded with Title XX money and the State of Texas writes the employees' checks. Dr. Cutrell suggested that we start sending a quarterly letter from our chairman to Tyler Region 7 and Austin,stating the goals and aims of our health department. Dr. Cutrell suggested that our board members get together and make a trip to Tyler in March to discuss Title XX money. Anthony will make an Agenda and handle all arrangements for this luncheon meeting. The news about 6 students testing positive for Aids in Bogata was discussed. Dona Spence is being questioned by the State Health Department concerning the validity of her statements. Stewart Blood Drive has not had any positive HIV tests in past 3 years. Anthony gave the monthly report. The next board meeting will be the trip to Tyler the third week in March. This meeting adjourned at 8:00 A.M.
