PARIS -LAMAR COUNTY HEALTH BOARD <br />MINUTES <br />The Paris -Lamar County Health Board met on July 9, 1992, at <br />12:00 o'clock noon, at.the Holiday Inn. <br />Board members present were: Mrs. Ann Norment, Dr. Robert <br />Moseley, Dr. Bert Strom, and Rev. Samuel Evans. Dr. Wallace <br />Kraft, Mrs. Francis Ellis, and Dr. Thomas Cutrell were not <br />present. Others present were: Troy Owens, Allan Weatherford, <br />Gene Anderson, Anthony Bethel, T.K. Haynes,-Dr. Charles Beach - <br />ley, Dr. Lucy Fetner, Latricia Miller, Billy Joe Burnett, <br />Dana Allen, Michael.Malone, Judge Dean Loughmiller, and Sharon <br />Seals. <br />Dr. Bert Strom called the meeting to order at 12:17 P.M. He <br />explained that the purpose of this meeting was to meet Dr. <br />Charles Beachley and see if he might be interested in work- <br />ing full -time at the health department.. He then asked if any- <br />one had any questions. Dr. Fetner stated that she had some- <br />thing to say. She said there should be better communication <br />between the next health department doctor and the city- county <br />officials, also the health board. She stated that she was not <br />informed about several board meetings and did not appreciate <br />not being invited to them. She thought that T.K. Haynes had <br />talked with Anthony Bethel about medical matters that should <br />have been referred directly to her. She suggested that county <br />officials should talk to a new doctor about the major problems <br />that come seeing indigent health care patients. The emergency <br />room doctors and nurses need to know that the health department <br />has some medical records on indigent health patients. -Dr. Pet <br />ner stated there has been lack of communication with her posit- <br />ion and our health board. Michael Malone stated that our health <br />board is a governing board and that the city does not wish to <br />run the health department. Dr. Strom was apologetic about the <br />lack of communication, but said that another doctor who is no <br />longer on our board was supposed to have talked to her. T.K. <br />Haynes said that Dr. Strom should not take all the blame for <br />Dr. Fetner not being informed. Dr. Strom agreed with Dr. Fet- <br />ner's concerns and said that one of the main reasons for try- <br />ing to find a full -time doctor is because of acute problems <br />at the jail. He stated that Dr. Hillhouse did not wish to co- <br />operate with the jail problems or indigent health care. Dr. <br />Fetner urged the board to carefully decide whether they want <br />her to do part -time prenatal care because the prenatal clinics <br />do not make any money for anyone. McCuistion and St. Joseph <br />Hospitals are interested in providing funds for prenatal care. <br />Our WIC program cannot exist without a prenatal program. Dr. <br />Strom said good prenatal care is essential and the program <br />needs to be increased. Dr. Strom said our health board com- <br />mittees are still in the planning stages and are very concern- <br />ed about making things better at the health department, <br />
