EXECUTIVE SESSION <br />MINUTES <br />Executive session opened at 1:00 P.M. <br />Quorum was present with Dr. Fetner. Gene Anderson was asked <br />to join us. Gene stated we were operating on $87,987.00 as <br />of June, 1992. He stated that all our state money was not in. <br />He said we may need to increase the amounts of fees at the <br />health department. Dr. Strom asked Gene to do a projection <br />on increased funds if more people were seen and more services <br />were provided. Dr. Strom explained the Paris Health Services <br />had a windfall of $70,000.00 to start their operation. As soon <br />as their funds run out they will close their doors. Many of <br />the people going there will return to the health department <br />for services. Dr. Strom said -the board is aware that the health <br />department needs a:larger building. <br />The board unanamously agreed to offer Dr. Beachley $125,000.00 <br />total package yearly. We provide malpractice extra. A 1 year <br />contract would be feasible. <br />Dr. Moseley stated an official letter should be sent to Dr. <br />Fetner from the board with an explanation why she was excluded <br />from the meetings. Everyone agreed. <br />Dr. Beachley was invited in to executive session at 1:25 P.M. <br />He asked questions about insurance. He would keep own liability <br />and we provide malpractice insurance. Next, he asked about health <br />insurance. Gene explained the city employees are covered by Blue <br />Cross, but the spouse's insurance is separate. Dr. Beachley said <br />he has medicare. He then asked about the services we provide at <br />the health department. I explained the types of services we offer. <br />He asked if other counties come to.us for services. Dr. Strom <br />explained that Delta, Red River, and Fannin Counties wish to <br />be included, but that we need a co- ordinator to work with Dr. <br />Crowder, Region 7, and Austin to help us get more money. Dr. <br />Beachley said he would visit Dr. Crowder soon. He also will check <br />to see if his insurance will cover him working prenatal clinics <br />when Dr. Fetner is absent. He asked about moving allowances. Gene <br />said this could be managed. <br />T.K. Haynes, Latricia Miller, and Anthony Bethel joined the meet- <br />ing at 1:45 P.M. Anthony asked the board to talk to Dr. Fetner <br />about doing 3 prenatal clinics a week instead of 2. Dr. Strom a- <br />greed to talk to her. <br />The board asked Dr. Beachley if he would join us in 4 weeks. He <br />agreed to give a 4 week notice of resignation to his job in Dal- <br />las. He will come to Paris next Tuesday to visit the health de- <br />partment that morning and tour the jail that evening. <br />Meeting adjourned at 1:47 P.M. <br />
