Dr' Beachley presented the board with a copy of Jail medical expenses for 1991, 1992 and 1993. He also told the board why he changed his mind about resigning. He stated that the new Sheriff has been a big help. A jailer being assigned to the medical division and the nurses going to the Jail have been a great help. Dr. Beachley also said they now have a system for follow-up. They have now seen every inmate that has requested to be seen. He believes he saw 38 inmates October 11, 1993 in 5 1/2 hours. Dr. Beachley's hope is to continue in this job at least until the end of his contract. Dr. Cutrell asked if it would be possible to see the figures once every quarter or every 6 months. Anthony made his monthly report. He told the board that one of the nurses had given him a two week notice. A question was raised as to whether the board wanted to hire an RN or an LVN to replace her. Dr. Crowder, with the Texas Department of Health in Tyler, said the Health Department had to have at least one RN on staff. Since there was not a quorum present, the City Manager and the County Judge could make that decision. Dr. Cutrell asked if there were any other items to be discussed. Barbra Frances brought up the WIC immunizations. Dr. Cutrell said that raised an issue regarding continuity of care. He suggested possibly encouraging patients to see their, medical physician first. Barbra Frances also told the board that WIC will now be registering voters. Dr. Beachley told the board about a booth set up at PJC during Capital for a day. A woman filled out a questionnaire on the Health Department stating she was new in town and had taken her child to the Health Department and was charged less and treated better than at a local physician's office.
