Dr. Erickson suggested that we start with the $75,000 but it should also state instead of being <br />petitioned at the end of the year that it will be renegotiated at the end of every three years. <br />For example, in case it needed to be $78,000 instead of $75,000, or next time the grant needs <br />to show $200,000 instead of $150,000, then both the City and County portions would be <br />$100,000 instead of $75,000. <br />Dr. Gibbons said that is did need this added to the interlocal agreement because you do not <br />want to have to re -write this agreement in five years when inflation goes up or grants get cut. <br />You need something that can be documented and not modified over the next five or ten <br />years. <br />Mrs. Prestridge said that the initial split is going to cost quite a bit of money. We are going to <br />have to have software in place and we have had to buy some things that were not budgeted <br />in this first go round to make the split. We talked about going back to the Commissioners and <br />the City Council, because both budgeted $75,000 for the Health Department and each gave <br />the Health Department $30,000, so to start this operational system where we are having to <br />have new systems in place, we could even petition to get what they actually budgeted the <br />Health Department for our operational money to get us started. <br />Mr. Collins stated that the $75,000 needs to be given upfront. <br />Mrs. Prestridge stated that she is concerned because when you work with the Department of <br />State Health Services that you do not necessary get your reimbursement by the time you have <br />spent your expenditures and peoples salaries and insurance cannot wait. If there is money left <br />over at the end of the year, then the Health Department is more than willing to give that money <br />back to the City and County. The Health Department has no intention of adding up the shortfall. <br />The Health Department only wants to make sure we can operate because currently when the <br />Health Department goes in the red, then the City covers the Health Department until we <br />receive our reimbursement checks from the State. Now the Health Department is going to be <br />our own entity with our own accounts within our own budget and our own money flowing in <br />and out and we have got to have some coverage. We need some kind of settle up at the end of <br />the year, either we give the money back or the City and County give a little more money. There <br />needs to be something for all entities involved. <br />Dr. Erickson asked if we come to the end of the year and of the $75,000 that would be give at <br />the beginning of the year and we only used $50,000, then we would give back $25,000 to the <br />City and the County. <br />Dr. House and Mr. Collins stated that this would make a better partnership in the future if we <br />ever needed additional funds if we were financially able to return excess funds in the years <br />where the shortfall was less than $75,000. <br />Board of Health minutes 201401 -21 Special Meeting (needing approval) <br />
