Dr Erickson stated that the second one states to maximize the funding from other available
sources and then the City and County will each contribute $75,000 and we can scratch out the "
plus a cost of living and inflation increase" towards the annual budget of the Health District to
be paid within the first month of the fiscal year and we can say for three years then renegotiate
contribution amount based on budget.
Dr. Gibbons stated that is should be renegotiated based on the prior three years budget.
Mr. Collins stated that this way it could be increased or decreased every three years.
Mr. Anderson stated that at the end of every three years an amendment to the agreement
could be done for the renegotiated amount.
Mrs. Prestridge asked Mr. Anderson how to request the remaining dollars that were budgeted
by the City.
Mr. Anderson said that it was budgeted by the City Council and already approved, so just write
a letter requesting the money and Mr. Anderson would tell Mr. Godwin what we were
requesting and then a check should be written.
Mrs. Prestridge asked what about the fiscal year being over when I go to ask Judge Superville
about those dollars.
Mr. Anderson stated that you do not have to worry about last year and look at this year. We
actually settle up on a one year lag time. Your budget ends September 30th and we don't settle
up on that until the following fiscal year. Even though we are doing that based upon your
budget, we are using the current year's budgeted money to settle up for last year, so there is a
lag time.
Dr. Erickson stated that if we do this and implement it then the City and County will owe
whatever the shortfall there was for this last year plus the $75,000, so the City and County will
have to budget for both of these amounts in their upcoming budgets.
Mr. Anderson suggested that we request the balance that the City and County did not have to
pay the Health Department for this fiscal year, whatever that figure is, somewhere around
thirty five thousand dollars each, and that would give the Health Department roughly seventy
thousand dollars, and then next October you would get $75,000 from the City and County.
Surely, approximately $70,000 would cover your start up cost.
Mr. Collins stated that the $70,000 would get the reserve fund started.
Mr. Anderson stated that the Health Department needs to set the reserve policy up and this
way the City and County will understand that you have this target and just because the Health
Board of Health minutes 201401 -21 Special Meeting (needing approval)
