City Council Drainage Study Committee
August 16, 2000
Page 3
Phillip Nance, 3610 Graham, 785 -2685, came forward telling the Committee that he
lives on Graham Street and on the east side of his property there is a 20 foot concrete
drainage ditch. Mr. Nance said it was put in to drain the neighborhood and it does an
excellent job. Mr. Nance said the drainage ditch is 144 feet long and it drains from 32"
N. W. all the way down to Graham Street to his ditch, then 33rd N. W., 34' N. W., and
36' N. W. all comes down into this drainage ditch. Mr. Nance also told the Committee
that it comes down from the Loop all the way to Graham Street to this drainage ditch,
in other words, the drainage ditch is the low part of this neighborhood. Mr. Nance said
the problem is, 12 years ago when they developed Westwood II, the developer had to
build that ditch, but where that ditch ends, it is a water trail, there is no dug -out ditch
that continues. Mr. Nance said when they get a large rain and all this water comes
down this drainage ditch, the water can not get out; therefore, it backs up on Graham
Street into their backyards creating a problem for them. Mr. Nance said he has asked
that the city come in there with a blade and cut the water trail back on both sides and
he is asking again that the city do this. Mr. Nance asked that when the Committee
comes out there he would like to be there when they come, and asked that someone call
him.
Michael King, 801 South Church Street, 784 -2838, came forward telling the Committee
that his property includes the lot that is on corner of 3" S. E. and Washington Street
and that is the property that he wanted to talk about. Mr. King said that on 3rd S: E.
from Washington to Jackson Street, the 800 block to the 1100 block, the culverts are
all stopped up and not functioning, and about three years ago, he asked that they be
cleaned out and Mr. John Holmes from the City Street Department said they normally
do that type work in the winter time, but the culverts have not been cleaned out. Mr.
King said a few months ago, workers came out and scraped the ditches out, which
makes the ditches hold more water, but they do not drain. Mr. King requested that the
Drainage Committee look at these culverts.
Richey Wortham, 903 E. Oak Street, 784 -8810, appeared before the Committee telling
them that he lives between two creeks and his property gets flooded really bad. Mr.
Wortham said water gets about two feet deep in his whole yard and it got in his
mother's car one year. Mr. Wortham pointed out that these two creeks comes together
and a man on Jackson Street said it forms a whirlpool and the water can not move on.
Mr. Wortham also advised that this man had given the city some land to dig another
ditch, but nothing has been done at this time. Mr. Wortham asked the Committee to
do something about this problem.
Don Preston, 3745 Dawn Street, was present advising the Committee that he purchased
