City Council Drainage Study Committee
August 16, 2000
Page 4
his house about 10 months ago and so far his detached garage has totally flooded out
three times. Mr. Preston said he has purple mold growing on his sheet -rock and he has
cut the sheet -rock out of the garage four feet high all the way around the garage, but
he can not finish the repairs until something is done about the drainage. Mr. Preston
presented pictures of his mold in his garage.
Margie Bell, 624 Church Street, 785 -5578, appeared before the Committee asking if it
is on the agenda for next year to construct a holding pond on East Price Street by Wade
Park.
City Manager Malone advised that the City has issued Certificates of Obligations and
there were a couple of larger projects that money was allocated for as the city borrowed
that money. City Manager Malone said one of those projects was the holding pond or
drainage retention basin to built in the west end of Wade Park with work to the creek
that goes on through Ms. Bell's property and down 24t' Street. City Manager Malone
said there was also money allocated to concrete the ditch that goes from Clark Lane to
Clarksville Street, along with an additional $500,000.00 for miscellaneous drainage
projects of which more than $200,000.00 has already awarded by bids to do a couple
of small projects.
Ms. Bell said another drainage area that she was interested in is the one that drains
from Aikin School, which comes down through the Tanglewood Apartments. Ms. Bell
said that was creating a major problem for them for sometime. Ms. Bell said they went
to the expense themselves, with the City Engineer's help to gi de them through this,
and put a retaining wall there, but it still needs attention. Ms. Bell wanted to know if
this area was on the agenda for the coming year.
City Manager Malone advised that when it was talked about the amount of money that
would be borrowed, it was identified that many millions of dollars in drainage projects
that could be potentially addressed and those two areas that he has mentioned were
prioritized in the process; however, no project has been started other than those two
mentioned. City Manager Malone said the City Council in having a Drainage Study
Committee that is looking at drainage throughout the city could re- prioritize projects,
but there has not been any discussion about the ditch behind Tanglewood. City
Manager Malone said probably none of the major projects would go forward until the
Drainage Committee has made a report and their recommendations to the City Council.
Lloyd Biggs, 90819' N. W., appeared before the Committee and said if you look at the
800 block of 19" N. W. on the west side you will see this drainage culverts in there that
