stated that he would feel better about the request if the vcant <br />lot east was added to the Harrison property as part of the building <br />site. Mr. McMonigle stated that perhaps there is no confidence in <br />zoning and it is part of the reason many people are building outside <br />the City. He said approval of requests such as this would add to <br />that lack of confidence in zoning. <br />Following discussion Mr. Swaim made a motion to recommend approval <br />of the change. Mr. Johnson seconded the motion which carried F <br />ayes and 2 nays. Mr. Estes and Mr. McMonigle voting no. <br />Chairman Thornton declared the public hearing open to consider <br />proper zoning of property located in the southwest section of the <br />City, generally bounded on the north by the T and P Railroad, on <br />the east by State Highway No. 24 and on the south and west by the <br />City Limits. <br />Joe McCollum, Director of Community Development, explained to the <br />Commission that the City Council had referred this matter to them <br />for hearings to determine proper industrial zoning for the area <br />which is currently zoned Agricultural. hater distribution lines <br />are soon to be extended into the area and the future land use plan <br />calls for industrial use for the area involved. <br />Several persons were in attendance concerning the matter. Blake <br />Moore stated he was in favor of industrial zoning on his property <br />but was concerned about drainage. He was referred to the City <br />Engineer on the matter of drainage. U.A. Nicholson also spoke in <br />favor of the change if it would not result in higher taxes. sir. <br />McCollum stated it was City policy to tax according to use of land <br />and improvements to land rather than on zoning. Jack Smith also <br />spoke on the matter saying he owned property on both sides of the <br />Loop within the area under consideration. He requested that his <br />property south of the Loop (Lot 2, City Block 335) remain zoned <br />Agricultural. <br />No one else was present to speak on the matter and Chairman Thornton <br />declared the public hearing closed. <br />In discussion, fir. McCollum recommended that the area be zoned <br />Light Industrial. Mr. Estes made a motion to recommend Light <br />Industrial Zoning on all the property involved with exception <br />of Lot 2, City Block 335, belonging to Jack Smith. Mr. Lynch <br />seconded the motion which carried unanimously. <br />
