4. Research of proposed tie -down (parking) fees: Mr. Rex reported that both <br />city attorney Haynes and Mr. Robert Norment, advisor to the City of Paris <br />on airport insurance matters, agreed that to charge for airplane parking <br />would greatly increase the City's legal liability and that this increased <br />liability would have to be covered by adequate insurance. From facts <br />provided to him, Mr. Norment estimated that the cost of such increased <br />coverage would be around $7,500 per year, compared to the current annual <br />premium of less than $1,000. It was noted that added labor and accounting <br />costs would be incurred by adopting such a fee system and operating it on <br />a 24 hour basis. Mr. :oseley, along with other non -board members in <br />attendance, noted that they had never paid a tie -down fee at any municipal <br />airport in their travels in this area of the United States, except at D /FW <br />airport. Mr. O'Brien contended that airplanes based on Cox Field should pay <br />for such service even if transients do not. Mr. Collier noted that we <br />currently have on'-y nine (9) such spaces on the paved ramp to rent and that <br />to even recover the added insurance cost would require an exorbitant rent, far <br />greater than current hanger rent. After lengthy discussion, no action was <br />recommended by the board for the present time. <br />5. Other Old Business: Mr. Collier noted that certain permittees were not <br />living up to the terms of their operating permit. A review of the permit <br />form itself was found to provide the necessary instruction for the Manager <br />to take in such situations. <br />Also, the problem of past due hanger rental fees was presented by Mr. Collier, <br />who indicated that no guidelines have ever been adopted by the Council for the <br />contingency. Mr. Mallison moved that the Council adopt the following policy <br />regarding hanger rental: that all rents are payable in advance on the first <br />of each month and shall be considered past due if not paid by the tenth of <br />any given month, with a 10% penalty to be applied and collected if rent is <br />not paid by the tenth of the month, and with eviction proceedings to commence <br />at a time to be determined by the City Attorney. This was seconded by Mr. <br />O'Brien and carried unanimously. <br />New Business: <br />1. Bruce Carr re Metro Airlines: Mr. Carr, first vice - persident of the Chamber <br />of Commerce of h wmar County and past chairman of the Aviation Committee, gave <br />a brief presentation to the Board on the current status of Metro Airlines in <br />Paris, as that the Board could be informed about the situation. His comments <br />included: <br />A. A brief history and background on Central Airlines, Frontier Airlines <br />and Metro Airlines service to Paris; <br />B. A report on a meeting held in April in Paris attended by Metro Airlines <br />officials, FAA representatives, and City of Paris and Chamber of <br />Commerce representatives.
