. __
Present and speaking in favor of the request were Margie Hargrove, Mrs.
Lige Ellis, Charity Council and Druella Lee Jones. All stated that the
Wagners should have the right to replace their home. Don Wilson stated
that all these people were good neighbors and what they wished to do would
not hamper industrial development in the area. He said the circumstances
were highly unusual and there should be some way to allow the house to be
replaced on Lot 8.
Don McLaughlin, speaking for Paris Milling Co., stated they were opposed
to any change from Heavy Industrial Zoning and hoped that some means could
be determined which would allow the continuation of the residential use
without changing the zoning.
Discussion of the matter brought out the fact that Lot 8 was the problem
at this time and feeling that the Wagners were under severe hardship Mr.
Abbett made a motion that Lot 8, Block 171 be recommended for approval to
2F with the further recommendation that if some other method can be found
to allow the house to be placed on the lot, the zoning would remain HI.
Mr. Estes seconded the motion and all voted aye. Mr. Thornton returned
to the meeting at this time.
The peti ti on of Harold Dean Ki rtl ey and wife, Bobbie Joyce Ki rti ey, to
change from an Agricultural District (A) to a General Retail District (GR)
Lot 3A, City Block 318, located at 1106 34th Street N.E. was taken as the
next order of business.
A. W. Clem, IV representing the applicants, stated that Mr. Kirtley proposes
to operate a carpet store at this location. The property immediately south .
is owned by his mother and sister and he is buying the brick house just north
of this property for his residence. General Retail zoning was requested
thinking that it would offer more protection to the houses owned by his
relatives. There was no opposition to the request.
Discussion centered around the existing Commercial (C) Zoning abutting this
property. Joe McCollum, Director of Community Development, stated that
extension of the Commercial District would be more in order than granting
the General Retail. To do this would require amending the request and
posting proper notice which would delay action until the next meeting. Mr.
Clem said that a delay would hurt his client and.asked for a recommendation
on the request as presented. After discussion the motion was made by Mr..
Staples, seconded by Mr. McKinney, that the request be recommended for
approval. All voted aye except Mr. Abbett.
The petition of Mr. !Nathan Bell, to change from a Commercial District (C),
to a One- Family Ehielling District No. 2 SF -2)9 ae part of Lot 5, City Block
188-E was taken as the next order of business.
T. K. Haynes explained to the Commission that.a- Preliminary Plat has been
approved for this property and at theirsuggestieri-,'Mr. Bell-was asking for
SF -2 Zoning.
