MINUTES OF PLANNING AND ZONING COMMISSION
<br />January 8, 1974
<br />The Planning and Zoning Commission met at 7:00 o'clock
<br />P. M., on Tuesday, January 8, 1974, in the Council Room, City Hall,
<br />Paris, Texas, and the following members were present:
<br />I. Roy H. Anderson, Chairman
<br />2. Clark Estes, Jr. , Vice Chairman
<br />3. Herschel R. McKinney
<br />4. Homer Thornton
<br />S. R. B. Staples, Jr.
<br />The Chairman, Roy H. Anderson, called the meeting to order
<br />and took as the first item of business the petition of Henry Kubals, to
<br />change from a One - Family Dwelling District No. 2 (SF 2) to a Multiple
<br />Family Dwelling District No. 2 (MF -2) and Specific Use Permit, Public
<br />Utilities Unlisted (37), Lot 12, City Block 220B, and the public hearing
<br />was opened. The Secretary, T. K. Haynes, explained the proposed
<br />use and gave the Administration's recommendation in favor of the zon-
<br />ing, subject to the Specific Use Permit being conditioned that no build-
<br />ing permit for construction or remodelling on the property be issued
<br />until a site plan has been approved by the Planning and Zoning
<br />Commission. Miss Eunice Petty appeared and stated she had no opposi-
<br />tion to the requested zoning. After discussion, ' the motion was made
<br />by R. B. Staples, Jr., with second by Herschel R. McKinney, that the
<br />Commission recommend to the City Council that the requested zoning,
<br />conditioned as recommended by the Catty Administration, be granted.
<br />The motion passed unanimously.
<br />The petition of Kenneth Reynolds, to change from a Two-Family-
<br />Dwelling District (2F), Specific Use, Residence Home for Aged, to an
<br />Office District (0), a part of Lot 10, City Block 112 -C and a part of
<br />Lot I. City 112 -B, was taken as the next item of business, and
<br />the public hearing was opened. The Secretary, T. K. Haynes, de-
<br />scribed the proposed use and the location of the property and presented
<br />the Director of Community Development, Ed Houk's memo, attached
<br />hereto as Exhibit A, ' and presented the Administration's recommenda-
<br />tion in favor of the requested zoning John Crain, Agent for the owner,
<br />appeared in favor of the zoning. Mrs. Melita Whiteside appeared and
<br />stated that the traffic has increased on 14th Street, S. E. and East
<br />Sherman Street since the advent of the one-4way street system but stated
<br />she was not in opposition to the requested zoning. Mrs.. Harold
<br />McDowell appeared but was not opposed to the requested zoning. After
<br />discussion, the motion was made by Clark Estes, Jr., with 'second by
<br />Roy H. Anderson, that the Commission recommend to the City Council
