We are spending over 6 months for condemnation and doing it by <br />group. The time spent is to long and when we do a bulk group, it <br />stagnates the enforcement and clean up. The change would allow <br />us to enforce the structures one at a time and speed the process <br />up considerably. <br />2. Designate by ordinance who is responsible for easements, <br />right -of -ways, and alleys. This is a vague area of concern and <br />causes special problems in the downtown and commercial areas. <br />3. Designate by ordinance the shielding of unsightly commercial <br />areas. Shielding needs to be specific in the provision of quality <br />fencing. Complete the ordinance present to council for the <br />control of junk and salvage yards. <br />4. Create by ordinance the application of administrative fees <br />which will be added to the cost of removing violations not <br />corrected by property owners. <br />5. Repeat offenses such as the ordinance that deals with high <br />grass may can be improved. I would ask that all ordinances such <br />as this be changed to notify an owner one time per year that a <br />violation exists. With this in effect, another violation of the <br />same ordinance would occur the date of discovery for one year <br />after notification. State law allows this and it should be a <br />part of our defense. <br />In respect to grass, our ordinance is simply vague. It needs to <br />be specific as to the height of grass allowed, area of <br />responsibility (easements, alleys, right -of -ways, etc. Any <br />ordinance that has such vague wording should be replaced. <br />6. Adopt the Minimum Housing Code. This injects enforcements <br />for repair prior to delapidation. <br />OTHER RECOMMENDATIONS <br />This list was simply free thinking on my part. I've listed it <br />here in very raw form to simply encourage everyone to do the <br />same. Some I've forwarded before but there has to be new <br />thinking every time this is reviewed. <br />1. Continue total cleanup of neighborhoods in a logical <br />manner. I can see some specific areas receiving attention <br />like the school, but for the most part, find a place to <br />start and get going. As the work progresses every <br />department should continue to find ways to improve the area. <br />a. Prison force provides manual labor <br />b. Enforcement action on all private properties <br />
