C. Help establish neighborhood watch and <br />beautification groups <br />d. Provide immediate action on any re- occurrence of a <br />problem <br />e. Take advantage of every avenue to promote cleanup <br />and fix -up. <br />2. Create Programs to Assist the Poor and Elderlv <br />Basically a lot of the residents in the older neighborhoods <br />are poor and /or elderly. This group has a hard time <br />financially and physically in providing the kind of care <br />their property needs. Some of the ideas listed below may <br />help and we can think of others. <br />a. <br />provide tax incentives <br />for renovation, <br />repair, <br />maintenance. <br />b. <br />Promote the maintenance <br />of ownership of <br />property. <br />C. <br />Educational programs on <br />the importance <br />of wills and <br />other estate planning. <br />d. <br />Mandate that a will be <br />filed for Senior <br />Citizen Tax <br />Exemptions. <br />e. <br />Offer special bulk item <br />pickup for the <br />handicapped. <br />3. Provide an immediate pickup of bulk items placed on the curb <br />regardless of circumstance. If the material should not have been <br />placed out due to policy, then we bill the responsible party <br />and /or document the error and file charges. <br />4. Identify all areas of the city which has delinquent property <br />that can be cleared of brush and otherwise improved with heavy <br />equipment. These should be prioritized by need and scheduled <br />with either in -house equipment, private contractor, or both. <br />5. Utilize tax sales of delinquent property to the fullest <br />extent with priority given to large areas which may develop. A <br />list of our recommendations will be pending. <br />6. Assign a police officer to specialize and assist rental <br />owners in the offenses which regularly occur. This officer can <br />delegate any other enforcement needed. <br />7. Create Mini -parks such as the one in the "Y" at 24th & <br />Clarksville Streets or outside art works. The actual park sites <br />should be selected or approved by the city. Actual work can be <br />done by private individuals, groups, or organizations. <br />I've seen this called "Adopt A Spot ". In similarity to "Adopt a <br />Highway ", the persons who "Adopt a Spot" have their name on a <br />small plaque at the site. <br />
