8. Authorize and utilize chemical herbicides for control of <br />certain-vegetation. This will require a trained and licensed <br />specialty crew of personnel. TU Electric Company utilizes a <br />private contractor to spray a great deal of their easements and <br />this is highly successful. The man in charge of this operation <br />is an excellent recourse to explain their use of the chemicals. <br />This is a cost savings measure, it saves personnel and equipment, <br />it tackles the hard to access areas, and it keeps the vegetation <br />removed from coming back. <br />9. Create a public trust fund program for creation of spots of <br />beauty, art, etc. A'small trust designation will maintain an <br />area and it gives back to the community as a whole. <br />10. Create an incentive for commercial businesses to comply with <br />a rigorous outline of maintenance and appearance. Provisions <br />should include a comprehensive list of ordinance and code <br />inspections, overall appearance of the property, landscaping, <br />litter control, etc. <br />Incentives should be tax abatement, awards, recognition stickers, <br />etc. Planned support could also be provided such as public <br />recognition and media support. <br />11. Stress the use of the enterprise zone in respect to small <br />business development within the neighborhood areas. <br />12. Plant pine trees on all vacant properties that will not be <br />abated in a reasonable time. Wildflowers may be planted on <br />others especially in more visible areas. The trees have high <br />commercial value and the flowers simply look better than Johnson <br />grass growing on a vacant lot. People will not want it mowed so <br />much if it looks good. <br />13. I would still like for all of us to concentrate on an area <br />of blight that is manageable - five blocks for example. Utilize <br />this small area and concentrate on the creation of a model <br />neighborhood. Remove the blight, block the crime, clean -up <br />everything and begin the process of promoting re- growth. I think <br />a great deal can be learned and re- applied over and over again. <br />14. Enforce littering. Every law enforcement personnel should be alerted to issue the citations at <br />will. <br />
