8. Authorize and utilize chemical herbicides for control of certain-vegetation. This will require a trained and licensed specialty crew of personnel. TU Electric Company utilizes a private contractor to spray a great deal of their easements and this is highly successful. The man in charge of this operation is an excellent recourse to explain their use of the chemicals. This is a cost savings measure, it saves personnel and equipment, it tackles the hard to access areas, and it keeps the vegetation removed from coming back. 9. Create a public trust fund program for creation of spots of beauty, art, etc. A'small trust designation will maintain an area and it gives back to the community as a whole. 10. Create an incentive for commercial businesses to comply with a rigorous outline of maintenance and appearance. Provisions should include a comprehensive list of ordinance and code inspections, overall appearance of the property, landscaping, litter control, etc. Incentives should be tax abatement, awards, recognition stickers, etc. Planned support could also be provided such as public recognition and media support. 11. Stress the use of the enterprise zone in respect to small business development within the neighborhood areas. 12. Plant pine trees on all vacant properties that will not be abated in a reasonable time. Wildflowers may be planted on others especially in more visible areas. The trees have high commercial value and the flowers simply look better than Johnson grass growing on a vacant lot. People will not want it mowed so much if it looks good. 13. I would still like for all of us to concentrate on an area of blight that is manageable - five blocks for example. Utilize this small area and concentrate on the creation of a model neighborhood. Remove the blight, block the crime, clean -up everything and begin the process of promoting re- growth. I think a great deal can be learned and re- applied over and over again. 14. Enforce littering. Every law enforcement personnel should be alerted to issue the citations at will.
