Budget Committee Meeting <br />August 24, 1999 <br />Page 9 <br />which all financial records are kept, he is Y2K compliant on the <br />machine that he has, but there are problems in terms of processor <br />speed, and with the amount of information that is being processed, and <br />at times that it is extremely slow. Mr. Anderson explained that the <br />software that the City went to last year in order to be Y2K compliant <br />requires more room and organizes the data differently and that is part <br />of the problem, and he did not realize that it would slow the computer <br />down. Mr. Anderson also said there is a daily back up on the system's <br />software and where it is weak is, if any of the disk drives goes down, <br />the whole machine goes down. Mr. Anderson pointed out that in the <br />operating budget most of the line items are the same with the exception <br />of what they are having to contribute to the Lamar County Appraisal <br />District for our assessment function and collection function, which is <br />based on their approved budget. There is a figure in the budget for <br />consultants, which a monthly retainer is paid to a company and they <br />are personnel and labor law consultants, and the other consultant fee <br />is for STW, and it is for our computer software. Mr. Anderson said <br />there is a large increase in his Buildings and Grounds account which <br />resulted from when he started using the prisoners to do renovation in <br />his offices , and they did not get to finish the renovation along with <br />problems that came up such as termites in the basement, and this <br />expenditure would finish the renovation. Another expenditure is the <br />replacement of the air conditioner in the basement. Mr. Anderson said <br />the Electronic Data Processing account has to do with the PC in his <br />office and the AS400. Mr. Anderson said his miscellaneous item of <br />$600.00 is the filing fee for filing the annual report for the City and he <br />sends that to the Governmental Financial Officers Association in <br />Chicago every year and ask them to grade that and consider awarding <br />a certificate of excellence in financial reporting. Mr. Anderson said <br />that he has been able to get that for the last few years, and what that <br />does is the city is allowed to place that page in the City's Annual <br />Report. Mr. Anderson said when the bond rating agencies look over <br />those statements and see the certificate, that helps in their valuation <br />and opinion of what the City's financial statements are and it also helps <br />with the bond rating. <br />Earl Smith, City Engineer, came forward presenting his budget stating <br />
