MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />MARCH 2, 1992 <br />Thp Planning and Zoning Commission of the. City of. Paris, Texas met <br />in = regular session • Monday March •'2, '4-992 at, 5:30 P.M. in the <br />Council Room, City Hall, Paris, Texas wig the following members <br />present: <br />1. Ronnie Nutt - Chairman 5. Barbara Gann <br />2. Nadine Ausbie 6. Jerry Newberry <br />3. Eric Clifford 7. Gerald Powell <br />4. Curtis Fendley 8. Reeves Hayter <br />Also present were Earl Smith, City Engineer and Joe McCollum, <br />Director of Community Development. <br />Chairman Nutt. called the meeting to order and the minutes of the <br />February 3, 1992 were approved as presented. <br />Chairman Nutt declared the public hearing open on the petition of <br />Charles Kitchens for a change in zoning from a Two Family Dwelling <br />District (2F) -to a -One Family Dwelling District No. 3 (SF -3) and <br />Specific Use Permit- Mobile Home (39) on Lot 14, City Block 159, <br />located at 1010 S.E. 3rd Street. <br />Mr. Kitchens was present and told the Commission he wanted to place <br />a Mobile home on this vacant lot. In answer to a question, he said <br />the Mobile home would not be his residence but would be for rental <br />purpose. It was pointed out that there are two existing Mobile <br />Homes across the street, one of which belongs to Mr. Kitchens and <br />the other being owner occupied. <br />Travis Thielman, 958 S.E. 3rd and Joe Clark 929 S.E. 3rd spoke in <br />opposition to a Mobile home to be used for rental purposes. <br />No one else spoke and the public hearing was closed. <br />A motion was made by Mr. Fendley, seconded by Mr. Powell to <br />recommend denial of the petition. The motion carried 7 ayes, <br />0 nays. <br />Chairman Nutt opened the public hearing on the petition of Barbara <br />Harper for a change in zoning from a Two Family Dwelling District <br />(2F) to a One Family Dwelling District No. 3 (SF -3) and Specific <br />Use Permit- Mobile Home-(39) on Lot 9, Block 9, Gibbons Braden <br />Addition located at 1222 S.E. 16th Street. <br />Johnnie Horton, owner of the property, told the Commission that <br />Barbara Harper was her sister and she needed a place to put her <br />Mobile home. Mrs. Harper also spoke saying that she would reside <br />in the Mobile home which was presently located in a Mobile home <br />park. <br />
