Newberry to recommend denial of the petition. The motion carried 7 ayes, 0 nays. Reeves Hayter joined the meeting at this point. Chairman Nutt declared the public hearing open on the petition of Carles Sterling for a change in zoning from a Commercial District (C) to a Commercial District (C) and Specific Use Permit - Billboard Sign (52) on Lot 2, City Block 320 located at 2680 N.E. Loop 286. Mr. Sterling was present and told the Commission he wanted to place an all steel, lighted billboard sign at this location. He. said it would be like his other signs on the Loop. No one else spoke on the matter and the public hearing was closed. A motion was made by Mr. Clifford, seconded by Mr. Powell to recommend approval of the petition. The motion carried 8 ayes, 0 nays. Chairman Nutt declared the public hearing open on the petition of Mary Hurd and others for an amendment to Ordinance No. 90 -020 to allow a minimum front building line of ten (10) feet on Lots 1- 18, Block A and Lots 1 -19, Block B of the Cedar Park Subdivision located on 40th S.E. North of Loop 286 S.E. Mary Hurd was present and told the Commission that she represented all the owners of Lots in the Cedar Park Subdivision and that they wanted to be able to construct carports on the front of their homes but were limited by a 25' front building line. Their petition was to amend the Ordinance which established the Specific Use. Permit - Community Unit - Development on the subdivision to allow a 10' front building line. There was no one else present to speak on the matter and the public hearing was closed. Mr. McCollum advised the Commission that should the amendment be approved, there should be a deed restriction required limiting structures in front of the houses to open carports. Following discussion, a motion was made by Mr. Clifford, seconded by Ms. Ausbie to recommend approval of an amendment to Ordinance No. 90 -020 to allow a 10, front building line in Cedar Park Subdivision with the restriction that only open. carports could be constructed in front of the building line established by existing houses. The motion carried 6 ayes 2 nays. Mr. Fendley and Mr. Hayter voted nay.
