MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL March 9, 1992 The City 'Council of the City of Paris met in regular session, Monday, March 9, 1992, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Mayor Fisher called the meeting to order with the following Council Members present: Don Shelton, Jim Bell, Millie Ingram, E. W. (Bill) Booth, Billy Joe Burnett, and Emma Smith. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Invocation was given by Reverend Lane Park, of the First Baptist Church. A motion was made by Councilman Bell, seconded by Councilman Burnett that the Council meeting be move to the City of Paris Municipal Court Room in the Paris Police and Court Building in order to accommodate a handicap person. The motion carried 7 ayes, 0 nays, and the Council departed the Council chambers. Mayor Fisher reopened the City Council meeting at the Municipal Court Room in the Paris Police and Court Building, 811 Bonham Street. City Manager Malone explained the reason the Council was meeting in the Municipal Court Room was he had had a request from an interested citizen who wish to be present at this meeting, and stated she was unable to climb the stair. The City of Paris has given a statement to the Attorney General of the United States in 1986 that states that we are complying with handicap accessibility by having an alternate meeting place, and upon notification of this to the City Manager by any person desiring to attend a meeting who is handicapped, the City will move the meeting place to one of the two alternate locations. The first alternate location is in the lobby of the West Annex Building of City Hall, that location is reserved for meeting where the City expects 25 or fewer people, the second alternate meeting location that was filed in the plan in 1986 was the Municipal Court Room of the Paris Police and Court Building; therefore, we deemed it advisable to move this Co.uncil meeting to this location, knowing that we would have in excess of 25 people. Mayor Fisher asked if there were any corrections to the minutes of previous meetings, there being none, the minutes were approved as presented. Councilman Bell made a motion to move Items No. 8 and 9 on the agenda up to follow Item 4B, so that we can get the personal Appearances from the students first, then Ms. Karen Swanson, and then consider Items No. 8 and 9. The motion was seconded by Councilman Shelton, and carried 7 ayes, 0 nays. City Manager Malone announced the next item was receipt of reports from committees, boards, and commissions. Minutes were received from the Paris /Lamar County Board of Health, and the Paris Public Library Advisory Boards, with no action being required.
