Morgan Ford, and Margaret Yancy, Students of Ms. Dee Alsup, appeared before the Council representing S.A.F.E. (Students Acting for the Environment). Ms. Yancy stated their club was an Environmental Club at Paris High School, and they are concerned about recycling and preserving our national resources, and asked that the City of Paris for support in their efforts in teaching the citizens of Paris about the benefits of recycling. Ms. Yancy told the Council they were going to hold recycling drives on the last Saturday of each month at the High School, and asked that the City of Paris pursue any opportunity to permit recycling in Paris, and it is their hope that the City of Paris will one day offer curbside recycling, requesting that the City investigate the feasibility of the service. Mayor Fisher thanked the students from coming, and instructed the City Attorney to prepare a resolution that the City will give they support in their efforts in recycling. Ms. Karen Swanson did not appear regarding proposed demolition of horse barn at the Fairgrounds. City Manager Malone told the Council that Ms. Swanson has presented a Petition, on file in the City Clerk's office, expressing concern about the proposed demolition of the old horse barn located at the Fairgrounds. Mayor Fisher announced that the next two items that are on the agenda are not public hearing, but due to the magnitude of the people present, and the interest they have in these items, we will allow individuals to speak on the condition that they limit their comments to two minutes. City Manager Malone announced that the Council would now consider Item No. 8, Receipt of certification from the City Clerk on the referendum petition requesting repeal of Ordinance No. 92 -006 adopted February 10, 1992, amending paragraph C of Section 3 -3 of the Code of Ordinances of the City of Paris. A motion was made by Councilman Burnett, seconded by Councilman Shelton to accept the certification of the City Clerk on the referendum petition. The motion carried 7 ayes, 0 nays. Mayor Fisher asked that anyone who wished to speak regarding this issue, to come forward. Steve Phillips, 139 29th N. W., appeared before the Council stating that there were a number of issue to consider regarding the repeal of this ordinance, one is public trust, the public feels they did not receive an opportunity to give the input to this particular. ordinance. Mr. Phillips said we are talking. about consumption of alcohol in a public facility, we are talking about something that effects public health safety and welfare. The City promoting consumption of alcohol is undermining the very purpose of the work of the City Council, which is to protect the public. Statistics clearly show that public consumption of alcohol results in people driving under the influence of alcohol, resulting in DWI. Mr. Phillips asked the question, how are we
