City Manager Malone reported to the Council that we received today a letter from the Texas Department of Housing and Community Affairs, that the City of Paris has been awarded a grant in the amount of $250,000.00 for street paving and drainage improvement made available through the Texas Community Development Program. Karl Louis, Police Chief, came forward giving the Council information regarding the riot at Skate Land Saturday night evolving a large segment of the youth in the community and some of the City's police officers. Chief Louis told the Council that as the crowd disbursed there, several members of the crowd walked on down 17th Street to the intersection of MLK Drive and Fitzhugh Avenue, at which time they began to rock cars passing by and becoming disorderly, Police were again call. The officers did arrest eight people at this time. Chief Louis advised that they would be taking extra precautions this coming weekend with additional staff on duty to help curb this situation. Chief Louis asked the Council to reconsider a curfew for the City of Paris for -age 16 and below from 12:00 midnight to 6:00 A. M. Mayor Fisher advised the Council that the City Attorney had received information from the City of Ft. Worth on their curfew ordinance, we do not want to go into this blind, we want to do it right so that we will not be challenged in the courts, so under these circumstances, we need to give City Attorney Haynes time to research the curfew ordinance. Mayor Fisher announced that the Council would go into executive session, and declared the regular session closed, and the executive session open. Legal matters were discussed with City Attorney Haynes. Mayor Fisher declared the executive session closed, and the regular — session open. There being no further business, the meeting adjourned.
