MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
<br />March 30, 1992
<br />The City Council if the City of Paris met .in special session, Monday,
<br />March 30, 1992, 6:00 P. M., City Council Chambers, City Hall, Paris,
<br />Texas. Mayor Fisher called the meeting to order with the following
<br />Council Members present: Don Shelton, Jim Bell, Millie Ingram, E. W.
<br />(Bill) Booth, Billy Joe Burnett, and Emma Smith. Also present was City
<br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City
<br />Clerk, Mattie Cunningham.
<br />Mayor Fisher announced that anyone who wished to submit bids for the
<br />bonds should do so at this time.
<br />City Manager Malone announced the first order of business would be
<br />receipt of reports from committees, boards and commissions.
<br />Councilman Booth reported that the Visitors and Convention Council
<br />Committee met today at 5:00 P. M. for consideration and approval of
<br />their budget for 1992 -93. Councilman Booth advised the Council that
<br />the budget was approved with a request that Line Item No. 15, Chamber
<br />Service Contract in the amount of $25,500.00 be broken down.
<br />Reverend Samuel Evans, 1037 5th N. E., representing concerned citizens,
<br />appeared before the Council pointing out the matter of a curfew had
<br />been brought before the Council back in October 12, 1989. One of the
<br />problems we are faced with is young people hanging out•at night, and to
<br />his understanding, about three weeks ago we had an incident that could
<br />have turned into a raged riot because of the fact that we had people
<br />out at 1:00 and 2:00 in the morning. Reverend Evans said he felt like
<br />a curfew needs to be looked at again, and pointed out that Fort Worth,
<br />and Austin has one. Reverend Evans stated a curfew would give the law
<br />enforcement officers an opportunity to identify the trouble makers, and
<br />further encouraged the Council to adopt a curfew for the City of Paris.
<br />Mayor Fisher advised that he was not sure where the City stand to date,
<br />but the City plans to have a curfew, and it will not be just a targeted
<br />area curfew because, Mayor Fisher felt like that would be
<br />discrimination, so if the City of Paris actively pursues, he thinks it
<br />will be a City wide curfew, which he was in favor -of.
<br />Bill Flanary, Attorney, 1116 Lamar Ave, appeared before the Council on
<br />behalf of of several families who were not in compliance with the
<br />carport requirements, a number of which were represented in the
<br />audience. Mr. Flanary stated that for whatever reason, it is apparent
<br />the ordinance has not been enforced, or occasionally, or when someone
<br />calls to check in to it. I have asked Mr. Haynes to, give you a short
<br />summary of what I have in mind. Mr. Flanary told the Council that a
<br />number of the carports are in homes of retired people, which are on
<br />fixed income, and simply thinks it is a matter that rather than give 30
<br />days to secure a building permit, which they can not,
<br />bring the structure in to compliance, and that can not be done without
<br />a great deal of expense, and removing the structures. I have asked to
<br />meet with the Planning and Zoning to request more time Mr. Flanary
