V v the Code of Ordinances revising the Traffic - Control Map providing for stop signs as listed above. The motion carried 6 ayes, 0 nays. Joe McCollum, Director of Community Development, was present and presented the minutes of the Planning and Zoning Commission's meeting held February 4, 1991, and attached hereto as part of these minutes as Exhibit A. A motion was made by Councilman Fisher, seconded by Councilman Burnett to bring from the table the public hearing on the petition of John Clay for a change in zoning from a commercial District (C) to a Commercial District (C) and Specific Use Permit - Billboard Sigh (52) on part of Lot 16, City Block 250 located on the south side of Loop 286 N. E. between N. Main Street and Stillhouse Road. The motion carried 6 ayes, 0 nays. Mayor Clifford called for proponents to appear regarding the petition of John Clay, and none appeared. Mayor Clifford called for opponents to appear, none appeared and the public hearing was declared closed. A motion was made by Councilman Booth, seconded by Councilman Burnett to deny the zoning change of John Clay. The motion carried 4 ayes, 2 nays. A motion was made by Councilman Burnett to bring from the table the public hearing on the petition of Carol Ladd for a change in zoning from a Two Family Dwelling District (2F) to a Neighborhood Service District (NS) on Lot 15, City Block 70, located at 1149 Pine Bluff Street. The motion was seconded by Councilman Booth, and carried 6 ayes, 0 nays. Mayor Clifford announced the public hearing would continue and called for anyone who wished speak for or against the petition of Carol Ladd. Mr. and Mrs. Ladd came forward telling the Council they wanted to use a large room in the front of their house for a one operator beauty shop. They stated there was sufficient room for parking on the west side of their house. No one else appeared, and the public hearing was declared closed. A motion was made by Councilman Booth, seconded by Councilman Burnett authorizing preparation of an ordinance amending Zoning Ordinance 1710 changing the zoning from a Two Family Dwelling District to a Neighborhood Service District on Lot 15, City Block 70, to be presented at the next regular Council meeting. The motion carried 6 ayes, 0 nays. Mayor Clifford declared the public hearing open to consider the petition of William David Thomas for a change in zoning from a Commercial District (C) to a Commercial District (C) and Specific Use Permit -.Auto Fuel Sales (49) on Lot 25, City Block 296 located on the west side of 35th N. E. 92 feet south of Pine Mill Road.
