V v <br />the Code of Ordinances revising the Traffic - Control Map providing for <br />stop signs as listed above. The motion carried 6 ayes, 0 nays. <br />Joe McCollum, Director of Community Development, was present and <br />presented the minutes of the Planning and Zoning Commission's meeting <br />held February 4, 1991, and attached hereto as part of these minutes as <br />Exhibit A. <br />A motion was made by Councilman Fisher, seconded by Councilman Burnett <br />to bring from the table the public hearing on the petition of John Clay <br />for a change in zoning from a commercial District (C) to a Commercial <br />District (C) and Specific Use Permit - Billboard Sigh (52) on part of <br />Lot 16, City Block 250 located on the south side of Loop 286 N. E. <br />between N. Main Street and Stillhouse Road. The motion carried 6 ayes, <br />0 nays. <br />Mayor Clifford called for proponents to appear regarding the petition <br />of John Clay, and none appeared. <br />Mayor Clifford called for opponents to appear, none appeared and the <br />public hearing was declared closed. <br />A motion was made by Councilman Booth, seconded by Councilman Burnett <br />to deny the zoning change of John Clay. The motion carried 4 ayes, 2 <br />nays. <br />A motion was made by Councilman Burnett to bring from the table the <br />public hearing on the petition of Carol Ladd for a change in zoning <br />from a Two Family Dwelling District (2F) to a Neighborhood Service <br />District (NS) on Lot 15, City Block 70, located at 1149 Pine Bluff <br />Street. The motion was seconded by Councilman Booth, and carried 6 <br />ayes, 0 nays. <br />Mayor Clifford announced the public hearing would continue and called <br />for anyone who wished speak for or against the petition of Carol Ladd. <br />Mr. and Mrs. Ladd came forward telling the Council they wanted to use a <br />large room in the front of their house for a one operator beauty shop. <br />They stated there was sufficient room for parking on the west side of <br />their house. <br />No one else appeared, and the public hearing was declared closed. <br />A motion was made by Councilman Booth, seconded by Councilman Burnett <br />authorizing preparation of an ordinance amending Zoning Ordinance 1710 <br />changing the zoning from a Two Family Dwelling District to a <br />Neighborhood Service District on Lot 15, City Block 70, to be presented <br />at the next regular Council meeting. The motion carried 6 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open to consider the <br />petition of William David Thomas for a change in zoning from a <br />Commercial District (C) to a Commercial District (C) and Specific Use <br />Permit -.Auto Fuel Sales (49) on Lot 25, City Block 296 located on the <br />west side of 35th N. E. 92 feet south of Pine Mill Road. <br />
