Mayor Clifford declared the public hearing open to consider the <br />petition of Marcus Roden for a change in zoning from a Multi- Family <br />Dwelling District No. 2 (MF -1) to an Office District (0) and Specific <br />Use Permit - Mortuary /Funeral Parlor (28) on Lots 1, 2, and 3, City <br />Block 181 located between Church Street and S. E. 3rd, North of East <br />Sherman Street. <br />A motion was made by Councilman Fendlev, seconded by Councilman Kent to <br />table action on the petition of Marcus Roden. The motion carried 6 <br />ayes, 0 nays. <br />City Attorney Haynes presented the following petitions for rezoning: <br />Rodger Price, Lot 2, Block 10, Town North Estates No. 2, from SF -2 <br />District to 2F District; Arthur N. Budge Jr., Lot 4, City Block 289 <br />for a Site Plan Approval in a Planned Development District; Larry G. <br />Fendley, Lots 1, 2, 3, and 4, Block B, and Lots 1, 2, 3, and 20 Block A <br />of the Windsor Estates Addition from SF -3 District to MF -1 District. <br />Mayor Clifford referred the zoning petitions to the Planning and Zoning <br />Commission for their study and recommendation, and called for a public <br />hearing at the next regular Council meeting. <br />Mr. Randy Taylor of T. C. A. Cable Television of Paris came forward, <br />and presented the Council with franchise fees for 1990 in the amount of <br />$78,146.07. <br />Lamar County Judge, Deane Loughmiller, appeared before the Council <br />advised that in August 1990, Lamar County in a meeting created the <br />Northeast Texas Housing Finance Corporation which made an application <br />to the Federal Government for the right to post bond so that they would <br />be able to have this in Lamar County and Paris in order to provide <br />family mortgage purchase program which will be low interest rate <br />mortgage loans to first time home buyers. Judge Loughmiller said that <br />Lamar County along with eight other Counties would be receiving <br />approximately eighteen millions dollars. Judge Loughmiller said the <br />law provides that any City with a populations of over 30,000 must <br />approve the corporation by resolution allowing their citizens to <br />participate in the program, and'Judge Loughmiller said that is why he <br />was appearing before the Council, was to ask for the Council's approval. <br />ORDINANCE NO. 90 -004 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP <br />OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE DISTRICT (NS) ON LOT <br />15, CITY BLOCK 70, ON PROPERTY BELONGING TO CAROL LADD, SO AS TO <br />INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A TWO FAMILY DWELLING <br />DISTRICT (2F); AND DESIGNATING THE BOUNDARIES OF THE NEIGHBORHOOD <br />SERVICE DISTRICT (NS) SO ESTABLISHED <br />
