Mr. Preston requested more time <br />on her behalf to see if they could work out a solution, and requested <br />ah additional 60 days in order to do this. <br />Joe McCollum, Director of Community, came forward, stating that the <br />recommendation of the Building Hazard Inspection Committee was to <br />declare dilapidated and order removed within 30 days. Mr. McCollum <br />told the Council that the foundation was not good, and the exterior <br />frame work was not in good shape, and the house is vacant and unusable. <br />Ms. Willie Thorton, concerned with Item No. 18 of the Building Hazard <br />Inspection Committee's Report, 335 5th Street N. E., Lot 14, City Block <br />60. Ms. Thorton requested additional time in order to get the <br />structure removed and the lot cleared. <br />No one else appeared, and the public hearing was declared closed. <br />City Manager Malone called for consideration of and action on <br />authorizing preparation of an ordinance amending Ordinance No. 90 -028 <br />adjusting assessment on Blankenship Oil Company property regarding cost <br />of driveway. <br />City Attorney Haynes advised the Council that Mr. Blankenship had a <br />driveway in. place before the project was started, we destroyed it in <br />the process of doing the project, and in keeping with City policy of <br />replacing what we have destroyed, we replaced his hard surface driveway <br />in accordance with the City's direction that it be concrete; therefore, <br />he should not have been assessed for this matter because the property <br />was not enhanced by the street. <br />After discussion, a motion was made by Councilwoman Smith, seconded by <br />Councilman Booth authorizing preparation of an ordinance amending <br />Ordinance No. 90 -028 adjusting assessment on Blankenship Oil Company . <br />The - motion carried 7 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on <br />authorizing preparation of an ordinance closing streets and alleys in <br />Block 6 through 13 of the Texas and Pacific Addition. <br />A motion was made by Councilman Burnett, seconded by Councilman Booth <br />authorizing preparation of an ordinance closing Streets and Alleys in <br />Block 6 through 13 of the Texas and Pacific Addition subject to the <br />recommendation of City Engineer, Earl Smith, as to any and all utility <br />easements as required. The motion carried 7 ayes, 0 nays. <br />City Manager announced the next item was consideration of and action on <br />authorizing the preparation of an ordinance declaring certain <br />structures to be hazardous and the disposition of the same. <br />A motion was made by Councilman Burnett, seconded by Councilman Fisher <br />authorizing preparation of an ordinance declaring certain structures to <br />be hazardous and the disposition with the exception of Item No. 18, and <br />Item No 2.1 extending the time to 60 days. The motion carried 7 ayes, 0 <br />nays. <br />
