Mayor Burnett declared the public hearing open concerning property <br />determined by the Building Hazard Inspection Committee to be a fire <br />hazard and /or dilapidated or dangerous structure and /or a nuisance. <br />Mike Alexander, Code Inspector Officer for the City of Paris presented a <br />report of the meeting of the Building Hazard Inspection Committee on <br />March 18, 1,988. Mr. Alexander also presented pictures and revi -ewed each <br />structure listed in the report. s--- <br />No one appeared for or against the items of the report, and the public <br />hearing was declared closed. <br />Mayor Burnett called for tabulations of bids for the Lake Gibbons Hay <br />Lease. City Manager Malone advised that only one bid had been received <br />that being from B. J. Fain in the amount of $2,400.00 per year, and also <br />told the Council that a Resolution would be presented later in the <br />meeting. A motion was made by Councilman Clifford, seconded by <br />Councilman Kent awarding the bid to Mr. B. J. Fain for the hay lease at <br />Lake Gibbons. The motion carried 6 ayes, 0 nays. <br />Mayor Burnett called for consideration and action on a proposal for <br />utility audit prepared by Ben Sanford & Associates, Inc. <br />City Manager Malone reported that the city has been approached by several <br />firms wishing to do audit work in the area of utilities, and said a <br />Resolution will be presented later in the meeting. W. E. Anderson has <br />investigated their credentials, and made contact with other cities and <br />organizations that had business dealing with them. City Manager Malone <br />told the Council that this audit is offered at no cost other than 60% of <br />any refunds or credits they obtain on behalf of the City of Paris, we are <br />offering this as an audit for electrical, gas, and telephone. <br />Mayor Burnett announced that the next item on the agenda is consideration <br />of and action on authorizing preparation of a resolution authorizing the <br />execution of outdoor advertising lease with Tex /Oko for the refurbishing <br />and continued maintenance of the sign located on Lot 6, Block 276. A <br />motion was made by Councilman Fendley, seconded by Councilman Wortham <br />authorizing preparation of the Resolution. The motion carried 6 ayes, o <br />nays. <br />Mayor Burnett called for consideration of and action on request of <br />Charlie Hickman that the time for exercising of option on the Cox Field <br />Agricultural lease be amended to permit his exercise of the option. <br />City Manager Malone advised that a letter had been received from Charlie <br />Hickman stating he had failed to notify the City on January 1st of his <br />intention, he has planted and fertilized the property that he has <br />currently leased from the City of Paris, and he is asking the Council to <br />allow him to renew the lease for the additional years. <br />Charlie Hickman appeared before the Council discussing the lease, and <br />types of crops grown on the Airport property. Mr. Hickman requested the <br />Council to allow him to exercise the renewal option. <br />
