meeting to answer their questions. Mr. Wilson said he got mixed up on <br />the dates of the meeting. Mr. Wilson also stated the reason for the <br />requested zoning change is H -W Investments has had an offer by a group <br />of people for the purchase of the property subject to the zoning change <br />to build a shopping center. They do not have contracts at this time, <br />but they do have two interested major tenants, but before they draw up <br />plans, the people want those established in writing. Mr. Wilson said <br />he did not have a layout of the proposed shopping center to show what <br />is going to be done at this time. <br />Mayor Burnett asked Mr. Wilson if the access to the shopping center <br />would be, strictly from the Loop. Mr. Wilson answered - yes, and would <br />like to see the Council put a restriction on the property that it would <br />not go through Springlake, that he did not want a street through this <br />addition. Mr. Wilson said behind Briarwood Street there will be one <br />additional street which will be 30th. <br />Mr. Wilson addressed the problem of drainage in the area on N. <br />Collegiate Drive stating there will be a 25 foot drainage way, and it <br />would have to be engineered and approved before a'building permit could <br />be issued along with a site plan approval from the Planning and Zoning <br />Commission and the City Council. Mr. Wilson also said there will be a <br />1 1/2 year option on this land and it will be approximately one year <br />before that option will be exercised. <br />Mayor Burnett called for opponents to appear, and Mr. A. W. Clem, <br />Attorney, appeared before the Council representing Mrs. Mary Smith, <br />1210 N. Collegiate Drive, stating the major concern of Mrs Smith is <br />the drainage which causing mosquitos. Mr. Clem said Mrs. Smith has <br />lived at her present location for a number of years and the situation <br />behind his client's house was deplorable. In addition to the drainage, <br />Mrs. Smith is opposed to the shopping center because of the additional <br />traffic, noise, visual effect, and most of all safety factor, Mr. Clem <br />requested denial of the zoning request. <br />Vickie Hutchings, 1220 N. Collegiate Drive appeared before the Council <br />voicing her objection to a commercial area in her back year, and asked <br />the Council for consideration regarding this matter. <br />Hazel Daughtery, 1150 N. Collegiate Drive, appeared before the Council <br />objecting to the shopping center complaining about the drainage saying <br />it was not possible to enjoy her back yard because of the mosquitos. <br />Bob Wheddle, 925 Bunker, also appeared before the Council objecting to <br />the zoning change due to the drainage, noise and safety of the area. <br />Mr. Wheddle said his main concern was not knowing what would be located <br />in the shopping center, and felt additional information was needed <br />before a decision is made. <br />Karl Block, 1020 N. Collegiate, Mike Hutchings, Cheryl Warren, and <br />Randy Avery, appeared objecting to the zoning change. <br />No one else appeared, and the public hearing was declared closed. <br />
